Housing rehabilitation grant funds exhausted

The Second Vice-Presidency of the Junta de Castilla y León has declared the exhaustion of the funds allocated to the call for grants for the aid program for the creation of the existing building book for rehabilitation and the drafting of rehabilitation projects, framed within the Recovery, Transformation and Resilience Plan (PRTR) and financed by the European Union-Next Generation EU. The decision is formalized through the Resolution of August 12, 2026, published in the Official Gazette of Castilla y León number 173, of September 7, 2026, pages 63 and 64.

The budget allocation finally assigned to the call amounted to 4,532,739.54 euros, and with its exhaustion, the path is closed to new applicants who had not submitted their request on time.

Regulatory Framework

The call is based on Royal Decree 853/2021, of October 5, which regulates the aid programs for residential rehabilitation and social housing of the PRTR, within the framework of investments C02.I01 “Rehabilitation program for economic and social recovery in residential environments” and C02.I02 “Program for the construction of social rental housing in energy-efficient buildings,” both part of component 2 “Implementation of the Spanish Urban Agenda.”

The grants were called through the Order of the Ministry of Environment, Housing and Territorial Planning, of September 13, 2022, an extract of which was published in the Official Gazette of Castilla y León number 180, of September 16, 2022, and which was modified by the Order of March 24, 2023.

Processing by Order of Submission

In accordance with the Tenth Provision of the call Order, the granting of the subsidies was processed through a non-competitive concurrence procedure, attending to requests in strict order of submission until the exhaustion of funds, as provided for in article 54.1 of Royal Decree 853/2021.

  • The chronological order of entry of the requests in a registry of the Administration of the Community of Castilla y León was taken into account.
  • The submission date was considered to be that on which the request had been validly submitted, correctly completed, and accompanied by all the required documents.
  • The last request attended to was code ALP/2023/0586, submitted on June 19, 2026, at 12:19:51 hours.
  • The next request in chronological order exceeded the remaining credit, which prompted the declaration of exhaustion.

Signature and Appeals

The resolution, dated in Valladolid on August 12, 2026, is signed by delegation of signature (P.D.F. of the Resolution of July 14, 2026) by the Director General of Housing and Urban Planning, Hugo Manzano Mucientes.

Against the resolution, which exhausts administrative remedies, an optional appeal for reversal (recurso de reposición) may be filed before the head of the competent regional ministry for housing within one month, or directly a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León within two months, both counting from the day following the publication of the summary in the official gazette.

Impact

With the exhaustion of these European funds, homeowners’ associations and individuals in Castilla y León who did not submit their application are left without access to this line of financing for the preparation of the building book and the drafting of rehabilitation projects. The measure represents a turning point in the deployment of the PRTR in the region, as it closes one of the avenues of support for energy efficiency and the regeneration of the residential stock, and forces interested parties to wait for future calls or other lines of aid.
