Civil Aviation Agency begins abandonment of aircraft in Ciudad Obregón

The Federal Civil Aviation Agency (AFAC) has initiated the abandonment declaration procedure for two aircraft remaining at the Ciudad Obregón International Airport in Sonora. The first notice was published in the Official Gazette of the Federation on Tuesday, August 25, 2026, granting owners a period of 40 calendar days to file objections before the aircraft become the property of the Nation.

The notice was issued by Emilio Avendaño García, Director General of AFAC, a decentralized administrative body of the Ministry of Infrastructure, Communications and Transportation (SICT), based on Article 77 of the Civil Aviation Law.

The legal framework of abandonment

Regulations establish that aircraft remaining at airports, airfields, or heliports for ninety calendar days or more without being under the direct or indirect care of their owner or possessor may be declared abandoned by the SICT. Once declared, the aircraft become the property of the Nation and are processed in accordance with the Federal Law for the Administration and Disposal of Public Sector Assets.

In this case, the aviation authority determined that the indicated aircraft have remained for more than 90 days at the Sonoran airport and that their presence constitutes an obstacle to the proper provision of airport and complementary services, thus initiating the procedure provided for in Article 77 of the Civil Aviation Law.

The indicated aircraft

The notice identifies two Piper brand aircraft located at the Ciudad Obregón airport:

• Piper Aircraft, Inc., model PA-31-325, serial number 31-8012076, registration XB-IBP, year 2015.
• Piper Aerostar, model PA-60-601P, serial number 61P07408063363, registration XB-GVS, year 2013.

Both are located at Carretera Internacional kilometer 1840, Ciudad Obregón, Postal Code 85000, Sonora, Mexico.

Deadline and requirements to object

Persons with a legal interest may file objections within a period of up to 40 calendar days, counted from the publication of the first notice, under the warning that the aircraft will be declared abandoned for the benefit of the Nation. Objections must be submitted to the AFAC offices, located at Boulevard Adolfo López Mateos number 1990, colonia Los Alpes, Postal Code 01010, Álvaro Obregón Borough, Mexico City, from 9:00 to 18:00 hours, Monday through Friday.

Pursuant to the last paragraph of Article 77 of the Civil Aviation Law, the notice is published in the Official Gazette of the Federation and in a newspaper circulating in Ciudad Obregón. The document was signed in Mexico City on August 7, 2026.

The measure seeks to free up space and ensure the safe operation of the Sonoran airport, while establishing a clear procedure for owners to recover their aircraft before they pass into the hands of the Nation.
