Agader redistributes 28.75 million from the Leader grants among the GDRs

The Galician Agency for Rural Development (Agader) is redistributing 28,750,000 euros among the 24 rural development groups (GDR) of Galicia to finance projects in support of third parties under the Leader Intervention. This is established by the Resolution of August 13, 2026, signed by the general director Mª Paz Rodríguez Rivera, published in the Official Gazette of Galicia (DOG) no. 157, of August 20, 2026, pages 45504 to 45509.

The resolution modifies the Agreement of the Steering Council of December 17, 2025, which approved the regulatory bases for these grants, co-financed by the EAFRD within the framework of the CAP Strategic Plan 2023-2027 (PEPAC), and which announced the call for 2026 (procedure code MR701L). The original agreement was published via the Resolution of December 30, 2025 (DOG no. 21, of February 2).

Why the credit is being redistributed

Article 28.1 of the regulatory bases requires each GDR to request from the Agency, within three months following the end of the application submission period, the maximum amount available for each project typology. Since the deadline for the 2026 call ended on April 6, 2026, and the legal quarter has already passed, Agader is proceeding to redistribute the amounts among the budget allocations to accommodate the requests made by the GDRs.

The total credit of 28,750,000 € is distributed by annual installments:

• 2026: 2,875,000 €
• 2027: 11,500,000 €
• 2028: 14,375,000 €

Co-financing and amounts

The grants are co-financed with EAFRD funds (80%), the General State Administration (16%), and the General Administration of the Autonomous Community of Galicia (4%). They will be granted in the form of a direct non-reimbursable capital subsidy, calculated based on eligible costs according to the selection criteria of each GDR, with a maximum amount of 200,000 € per project.

Grants regulated in article 15 of the agreement, corresponding to the Rural Active Bonus, are exempt from the general calculation. The credit may be increased if credit is generated, expanded, or incorporated, or if there are surpluses from other calls, according to the Galician Subsidy Law and Decree 11/2009, of January 8.

Distribution among the GDRs

Annex I of the resolution details the amount corresponding to each of the 24 GDRs for each annual installment, including Terras de Miranda, Terra Chá, Ribeira Sacra Courel, Valdeorras, A Limia Arnoia, Condado Paradanta, Pontevedra Norte, Salnés Ulla Umia, Costa da Morte, Mariñas Betanzos, or Seitura 22, among others.

The modifications do not affect the deadline for submitting applications nor do they imply a new calculation of the period for resolution. An optional appeal for reversal may be filed against the resolution before the Management Council of the Agency within one month, or a contentious-administrative appeal before the Contentious-Administrative Court of Santiago de Compostela within two months. The resolution is applicable from the day following its publication in the DOG.

The redistribution ensures that European rural development funds effectively reach the projects requested by the GDRs, adapting the budget to the real needs of the territory. For local entities, associations, and rural promoters, this modification confirms the continuity and financing of operations in support of third parties and the “Bono activa rural” throughout Galicia until 2028.
