Adolfo Benito Ruiz, new head of Psychiatry in Toledo

The Toledo Specialized Care Management has appointed Adolfo Benito Ruiz as Head of the Psychiatry Section of said center, a key healthcare position within the Castilla-La Mancha Health Service (Sescam). The appointment is formalized through the Resolution of August 12, 2026, published in the Official Gazette of Castilla-La Mancha (DOCM) number 158, dated August 19, 2026, with official reference 2026/6112.
The decision was adopted in accordance with the provisions of Decree 89/2005, of July 26, 2005, regarding the provision of healthcare leadership positions within Sescam, and following an open selection process conducted by the Management.
A prior selection process
The appointment concludes a procedure initiated by the Resolution of January 9, 2026, published in DOCM number 12, dated January 20, by which the Management, with prior authorization from the General Directorate of Human Resources and Transformation of Sescam, called for the provision of the Head of the Psychiatry Section of Toledo.
The binding resolution proposal was submitted by the Evaluation Commission, in accordance with base 7.2 of the call. The Management acts by virtue of the powers delegated by the Resolution of the Sescam General Management of November 20, 2023, published in DOCM number 233, dated December 5.
Duration and conditions of the position
The appointment has a duration of four years, in accordance with base 8.1 of the call and articles 9.1 and 11.1 of Decree 89/2005. At the end of the term, the holder will be evaluated for the purpose of continuity in the position, provided they express their desire to continue with a minimum notice of three months.
- Assumption of office: one month from the day following the publication in the DOCM.
- Duration of the position: four years, with a possible evaluation for continuity.
- Resolving body: Toledo Specialized Care Management.
- Signature: the managing director Sagrario de la Azuela Gómez.
Appeals process
The resolution exhausts the administrative route. A contentious-administrative appeal may be filed against it before the Contentious-Administrative Section of the Toledo Court of First Instance, within a period of two months from its publication, according to article 14.2 of Law 29/1998, regulating the Contentious-Administrative Jurisdiction.
Optionally, a request for reversal (recurso de reposición) may also be filed before the Toledo Specialized Care General Management within a period of one month, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure.

The filling of this leadership position reinforces the organization of specialized mental health care in the province of Toledo, a high-demand care area. The regulated provision of the position, through a competitive process and with a continuity evaluation, guarantees transparency in the selection of clinical leaders within the public health system of Castilla-La Mancha.
