Three destinations of the singularized Sustainable Development competition provisionally awarded

The Regional Ministry of Sustainable Development of the Junta de Comunidades de Castilla-La Mancha has announced the provisional award of destinations for the singularized merit competition CSM DS 2/2026, which assigns three job positions to three career civil servants. The decision is formalized through the Resolution of 10/14/2026, published in the Official Gazette of Castilla-La Mancha (DOCM) No. 203, of October 22, 2026, page 37390, with official reference 2026/7551, and bears the signature of the regional minister Mª Mercedes Gómez Rodríguez.

The procedure began with the call approved by the Resolution of 08/05/2026, of the General Secretariat of the department, published in the DOCM No. 153, of August 12, 2026, page 30154 (reference 2026/5979). That resolution was issued under Article 68 of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha, and Decree 74/2002, of May 14, on the filling of job positions, and offered three budget-funded vacancies, all within the Regional Ministry of Sustainable Development.

The assessment of merits was the responsibility of the Assessment Commission, whose titular and substitute members were appointed by Resolution of 09/25/2026, published in the DOCM No. 192, of October 6, 2026, page 33935 (reference 2026/7067). Upon completion of that phase, the collegiate body submitted its award proposal in accordance with the ninth clause of the call, and the Regional Ministry ordered its publication with the score attributed according to the scale of the fourth clause.

Three destinations and their scores

Annex I of the resolution lists the positions assigned by ministry and details the code, designation, total score, awardee data, and the position from which they are departing:

• Support Technician (code 0000015772), in Central Services: Carlos Serrano García, with 93.000 points; departing from a Section Head position (0000014287).
• Senior Support Technician (code 0000015739), in Central Services: Roberto Loarces Rodríguez, with 84.100 points; departing from a Section Head position (0000002460).
• Director of the Barranco del Río Dulce Natural Park and Enp G (code 0000015367), in the province of Guadalajara: María del Val Pérez Nevado, with 72.454 points; departing from a Technical Office Head position (0000014317).

The first two positions correspond to the central services of the Regional Ministry, attached to the general directorates of Natural Environment and Biodiversity and Energy Transition in the call, while the third is linked to the Sierra Norte and Río Dulce natural park, in the province of Guadalajara.

Ten business days to appeal electronically

An appeal against the provisional award may be filed with the Evaluation Commission within ten business days starting from the day following its publication in the DOCM. Appeals must be completed and registered electronically through the regional Administration’s Employee Portal (https://portalempleado.jccm.es), in the same manner as the application was submitted, according to the third basis of the call.

Once this period has elapsed, the appeals will be resolved by the Evaluation Commission, which will notify the interested parties of its decision when it is dismissed. The call also sets a maximum resolution period of six months from its publication in the DOCM, meaning the procedure should be closed, at the latest, by mid-February 2027.

Voluntary transfer and schedule for cessation and possession

The eleventh basis of the call establishes that the transfer derived from this competition is considered voluntary and does not generate a right to the payment of compensation, and that the awarded destination is non-renounceable except in the exceptional cases provided. Regarding the schedule, cessation must occur on the day following the publication of the final resolution, and the taking of possession of the new position on the day following cessation; those re-entering active service will have one month from the publication.

The General Secretariat of the Department may defer cessation for up to one month due to service needs. Anyone who does not take possession within the deadline, unless for a justified cause, will be declared to have forfeited their rights and, if they belong to regional Administration bodies, will be placed in a situation of voluntary leave for private interest.

The provisional result directly affects the internal reorganization of the Department of Sustainable Development: two section headships of the central services and one technical office headship in Guadalajara are facing replacement, while the three awardees await the final resolution to know their destination. Until then, participants maintain the electronic appeal route, the only provided channel to review scores, exclusions, or the award itself.
