Awarded the position of General Coordinator in the Presidency of the Junta

The Vice-Ministry of the Presidency of the Regional Government of Andalusia has resolved to award, through the system of free appointment, the position of General Coordinator of the Technical General Secretariat of the Presidency, which is filled by the civil servant José Luis Valpuesta Martínez. The decision is formalized in the Resolution of September 2, 2026, published in the Official Gazette of the Regional Government of Andalusia (BOJA) number 174, of September 8, 2026, page 11569.

The position is part of the Ministry of the Presidency, Health, and Emergencies, with the management center in the Technical General Secretariat of the Presidency, and is located in the province and city of Seville. The vacancy was announced by a resolution of the Vice-Ministry itself on August 4, 2026, published in BOJA number 153, of August 10, 2026.

Regulatory Framework

The award is based on articles 124 and 128 of Law 5/2023, of June 7, on the Public Service of Andalusia, and on Decree 56/1994, of March 1, regarding the attribution of competencies in personnel matters. The Vice-Ministry acts by virtue of the competencies delegated by the Order of November 14, 2023 (BOJA no. 223, of November 21, 2023), and in accordance with the organic structure established by Decree 189/2026, of July 30, of the Ministry of the Presidency, Health, and Emergencies.

The procedure has been processed according to Decree 51/2025, of February 24, which regulates the planning and organization of public employment and the filling of job positions within the General Administration of the Regional Government of Andalusia. The resolution expressly states that, after evaluating the applications, it has been verified that the selected person possesses the suitability, competencies, and requirements necessary for the performance of the position.

Assumption of Office and Appeals

The assumption of office shall take place within the timeframes provided for in article 82.5, in relation to article 74, of Decree 51/2025, with the documentation being sent to the General Personnel Registry for registration. Against this resolution, which exhausts administrative remedies, an optional appeal for reversal may be filed within one month of its publication, or a contentious-administrative appeal may be filed before the judicial bodies within two months.

The filling of this management position reinforces the structure of the General Technical Secretariat of the Presidency, a key body in the technical and legal support of the Department, and confirms the Junta’s commitment to filling positions of responsibility through the system of free appointment, which allows for the selection of profiles with the proven suitability and competencies for coordination functions.
