Adif submits the land occupation for the Palencia-Aguilar high-speed rail (AVE) to public consultation

Adif-Alta Velocidad has submitted for public review the declaration of the need to occupy the lands affected by the Basic Project for the construction of access roads and replacement of power lines in the execution works of the Palencia-Aguilar de Campoo high-speed line, in the Osorno-Calahorra de Boedo section. The announcement is published in the Official State Gazette number 204, dated August 20, 2026, and opens a period for allegations of fifteen business days.

The decision originates from the Ministry of Transport and Sustainable Mobility, acting through Adif-Alta Velocidad, and is processed in accordance with articles 18 and 19.1 of the Compulsory Expropriation Law of December 16, 1954, and the corresponding articles of its Regulations, approved by Decree of April 26, 1957. The objective is to allow any person to provide in writing the necessary data to rectify possible errors in the list of affected assets and rights or to oppose, for substantive or formal reasons, the need for occupation.

The expropriation documentation can be examined, during business days and office hours, at the following points:

  • Government Sub-delegation in Palencia (Av. de Casado del Alisal, 4, 34001 Palencia).
  • Infrastructure Construction Sub-directorate II.1 of Adif-Alta Velocidad (C/ Sor Ángela de la Cruz, 3, 28020 Madrid).
  • City Councils of Osorno la Mayor, Abia de las Torres, Calahorra de Boedo, Santa Cruz de Boedo, Villaprovedo, and Espinosa de Villagonzalo.
  • Transparency Portal of the Adif-Alta Velocidad website (www.adifaltavelocidad.es).

How to submit allegations

Allegations must be addressed to the Infrastructure Construction Sub-directorate II.1 of Adif-Alta Velocidad, indicating as a reference the public information regarding the declaration of the need for occupation of the project. For submission, the General Electronic Registry of the General State Administration or the Adif-Alta Velocidad electronic office may be used.

Affected lands

The specific and individualized list of affected assets and rights covers six municipalities in the province of Palencia: Osorno la Mayor, Abia de las Torres, Espinosa de Villagonzalo, Villaprovedo, Santa Cruz de Boedo, and Calahorra de Boedo. Among the owners are private individuals, city councils, neighborhood boards, the Ministry of Agriculture, Fisheries and Food, the Ministry of Transport and Sustainable Mobility, and Adif-Alta Velocidad itself, with areas ranging from one square meter to plots of more than 11,000 square meters of temporary occupation.

The announcement was signed in Madrid on August 11, 2026, by the Director General of Adif Alta Velocidad, Luis Llamas Martínez, and is identified with the reference BOE-B-2026-27428.
