ADIF opens expropriation in Tortosa to adapt the platforms of four stations

The General Directorate of the Railway Sector, under the Ministry of Transport and Sustainable Mobility, has opened a public information period and has summoned the owners of the affected assets and rights to the drawing up of the records prior to occupation for the compulsory expropriation of land in the municipality of Tortosa. The file, 439ADIF2698, corresponds to the construction project works for the adaptation of platforms at the stations of Tortosa, Camp-redó, Camarles-Deltebre, and l’Ampolla-Perelló. The resolution is published in the Official Gazette of the Province of Tarragona on September 30, 2026, with the reference CVE 2026-08923 (pp. 1-2).

ADIF-Alta Velocidad urged the initiation of the file on June 17, 2026, to secure the land necessary to execute the works, according to the project approved on February 12, 2026. This approval entails the declaration of public utility or social interest, the necessity of occupying the affected assets, and the declaration of urgency, in accordance with Law 38/2015, of September 29, of the Railway Sector. Therefore, the provisions of Article 52 of the Compulsory Expropriation Law of December 16, 1954, and the concordant provisions of the Regulation of April 26, 1957, are applicable.

Fifteen business days to submit allegations

The General Directorate of the Railway Sector has resolved to open a public information period for a term of 15 business days, counted according to Article 17 of the Regulation of April 26, 1957. The holders of the affected assets and rights and any other interested person or entity may submit in writing any allegations they deem appropriate to this department, in accordance with the Compulsory Expropriation Law and Article 56 of its implementing regulation.

The publication serves as notification for unknown interested parties or those with an unknown address, for the purposes of Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations. Nevertheless, interested parties will be summoned to the act of drawing up the prior records via individual summons.

Five properties affected in the municipality of Tortosa

The expropriation annex includes five properties in the municipality of Tortosa, all of a rural nature:

• Y-43.1554-0001 (polygon 86, plot 121): owner Vinyes Povill, Benjamini Rafel, with 406 m² of expropriation on a plot of 75,579 m².
• Y-43.1554-0002 (polygon 86, plot 123): owners Mayo Espuny, María del Carmen and ADIF-Gerencia de Área de Patrimonio y Urbanismo Noreste, with 114 m² of expropriation on 4,803 m².
• Y-43.1554-0003 (Benicarló street): owners Ajuntament de Tortosa and ADIF-Gerencia de Área de Patrimonio y Urbanismo Noreste, with 37 m² of expropriation.
• Y-43.1554-0005 (polygon 86, plot 129): owners Espuny Curto, Rosa (heirs of) and ADIF-Gerencia de Área de Patrimonio y Urbanismo Noreste, with 26 m² of easement and 167 m² of temporary occupation on 1,089 m².
• Y-43.1554-0006 (polygon 38, plot 73): owner Mayo Espuny, María del Carmen, with 1 m² of expropriation, 22 m² of easement and 67 m² of temporary occupation on 5,421 m².

Overall, the expropriations total 558 m², in addition to 48 m² of easement and 234 m² of temporary occupation.

Consultation of the annex and appointments for the preliminary records

The expropriation annex can be consulted at the headquarters of the Ministry of Transport and Sustainable Mobility (Passeig de la Castellana 67, 28046 Madrid), at the Sub-directorate of Expropriations of ADIF-Alta Velocidad (avenida Pío XII 110, caracola 18, 28036 Madrid), at the affected city councils and sub-delegations or delegations of the Government, and online in the public participation sections of the ministry and the public information section of the ADIF-Alta Velocidad transparency portal.

The drawing up of the records prior to occupation will take place on November 17, 2026, at the location provided by the Tortosa City Council, with the following appointments:

• 9:30 hours: properties Y-43.1554-0002, Y-43.1554-0005 and Y-43.1554-0006.
• 10:20 hours: property Y-43.1554-0001.

The resolution bears the signature of the Director General of the Railway Sector, Carlos María Juárez Colera, dated September 23, 2026.

For the affected owners, the publication marks the start of the countdown: any allegation regarding the ownership, area, or value of the assets must be submitted within 15 business days following the publication, and appearance at the preliminary records on November 17 is decisive for establishing the conditions of the occupation. Processing via the urgency route allows ADIF-Alta Velocidad to occupy the land before the final price is fixed, which is determined subsequently before the expropriation jury.
