ADIF will expropriate land to eliminate the level crossing in Novelda

The Railway Infrastructure Manager (ADIF) has submitted for public review the declaration of the need for occupation of the assets and rights affected by the construction project for the removal of the level crossing at p.k. 424/690 of line RFIG 330 – La Encina–Alacant – Terminal, in the municipality of Novelda (Alicante). The announcement, signed by the Director General of Operations and Exploitation, Ángel García de la Bandera, is published in the Official Gazette of the Province of Alicante number 176, dated September 16, 2026, under reference 7056.

The procedure is processed in compliance with articles 18 and 19.1 of the Compulsory Expropriation Law of December 16, 1954, and the corresponding articles of its Regulations, approved by decree on April 26, 1957. The objective is to allow any person to provide in writing the appropriate data to rectify possible errors in the published list of assets or to oppose, for reasons of substance or form, the need for occupation.

Deadline and consultation locations

A public information period of fifteen business days is opened, starting from the day following the publication of the announcement. During this period, the expropriation documentation of the project may be examined during business office days and hours at the following points:

Allegations must be addressed to the ADIF Level Crossing Sub-directorate, indicating as a reference “Public information of the declaration of the need for occupation. Construction project for the removal of the level crossing at p.k. 424/690 of line RFIG 330 – La Encina–Alacant – Terminal – Municipality of Novelda (Alicante)”. They may also be submitted through the General Electronic Registry of the General State Administration or the Adif electronic office (https://sede.adif.gob.es/).

Affected assets and rights

The specific and individualized list comprises 23 properties in the municipality of Novelda, with occupations totaling expropriation, easement, and temporary occupation. Among the affected owners are:

The greatest impacts correspond to the plot of Triturados Llobregat Fayos, SL, with a total occupation of 6,910 m², and to the estate of the Alicante Road Unit with 5,812 m², while other plots present minimal occupations between 13 and 15 m². In several cases, the owner is listed as “unknown”.

Impact of the action

The removal of the level crossing at p.k. 424/690 is part of the actions to improve the safety and capacity of the La Encina–Alacant line, a railway corridor of the General Interest Railway Network (RFIG) of relevant transit in the province. The elimination of this level crossing, which affects numerous owners and road traffic in Novelda, will allow for the removal of a conflict point between railway and road circulation, reducing the risk of accidents and delays in both modes of transport.
