ADIF expropriates land in Rianxo for the works on the viaduct over the Ulla

ADIF-Alta Velocidad is expropriating 2,258 square meters of land in the municipality of Rianxo to complete the works on the viaduct over the Ulla river. The General Directorate of the Railway Sector of the Ministry of Transport and Sustainable Mobility opens the public information period for file 014ADIF2620 and summons the affected owners to the drawing up of the preliminary records on December 2, 2026. The announcement is published in the Official Gazette of the Province of A Coruña (BOP) number 202, dated October 22, 2026, with official reference 2026/6812.

The file derives from the modified construction project for the execution of the completion works of the maintenance trolleys of the viaduct over the Ulla river, the stairs and access platforms through the interior of the deck, and the analysis and definition of a protection system against crosswinds in the municipal terms of Catoira (Pontevedra) and Rianxo (A Coruña). The project was approved on June 3, 2026, and ADIF-Alta Velocidad urged the initiation of the compulsory expropriation process on September 14, 2026.

This approval entails the declaration of public utility or social interest, the need for occupation of the affected assets, and the declaration of urgency, under Law 38/2015, of September 29, of the Railway Sector. Therefore, the precepts of article 52 of the Compulsory Expropriation Law of December 16, 1954, and the corresponding parts of the Regulation of April 26, 1957, are applicable. The resolution bears the signature of the general director of the Railway Sector, Carlos María Juárez Colera, and is dated in Madrid, October 13, 2026.

Nineteen plots in Rianxo and three in Catoira

The expropriation annex details 19 affected plots in the municipal term of Rianxo, all of a rural nature and located in polygon 40, in addition to three plots in Catoira. In Rianxo, the expropriated area totals 2,258 square meters, with a single temporary easement of 15 square meters; in Catoira, the expropriation reaches 1,789 square meters.

The main impacts in Rianxo are:

• S-15.0721-0153-C02 (plot 1101): Monte Veciñal en Man Común da Parroquia de Isorna, 756 m² expropriated from a plot of 59,181 m².
• S-15.0721-0060-C03 (plot 478): Matilde Rial Cerqueiras and the heirs of Eusebio Moares Lijo, 647 m².
• S-15.0721-0131-C02 (plot 1781): the siblings María Dolores Mercedes García Rubio, María Luisa García Rubio, Juan Manuel García Rubio, Emilio García Rubio and María Elena García Rubio, 281 m².
• S-15.0721-0134-C02 (plot 1784): 188 m², from the same owners Rial Cerqueiras and heirs of Moares Lijo.
• S-15.0721-0050-C02 (plot 1105): Daniel Bustelo Herbon, 96 m².
• S-15.0721-0119-C02 (plot 1762): María Amelia Bello Agra, 80 m².
• S-15.0721-0003-C02 (plot 9024): Rianxo City Council, 42 m².
• S-15.0721-0059-C03 (plot 477): heirs of Vicente Agrelo Fungueiro, without expropriation and with 15 m² of temporary occupation.

Staggered summons on December 2

The drawing up of the minutes prior to occupation will take place on December 2, 2026 at the location designated by the Rianxo City Council, in shifts between 9:00 and 13:15 hours:

• 9:00 — Juan Manuel Agrelo Carou and Saladina Agrelo Carou (plots 539 and 1504) and heirs of Vicente Agrelo Fungueiro (477).
• 9:45 — Daniel Bustelo Herbon (1105) and María Amelia Bello Agra (1762).
• 10:30 — heirs of Edelmiro Carou Carou (1799) and the García Rubio siblings (1781).
• 11:15 — Mauricia Gómez Pérez (1495) and Camilo Herbon Vidal (538).
• 12:00 — Gonzalo Justo Moares Ares (536), María Esther Miguens Franco (537), Enrique Moares Ferreiros (541) and heirs of José Gumersindo Miguens Iglesias (548).
• 12:45 — Matilde Rial Cerqueiras and heirs of Eusebio Moares Lijo (478 and 1784), María del Carmen Rial Gómez (487) and the Monte Veciñal de Isorna (1101).
• 13:15 — Alfredo Romero Lorenzo (535).

The municipal plot appears in the announcement without an assigned time.

Allegations and consultation of the file

The announcement opens a public information period for 15 business days, counted according to article 17 of the Regulation of April 26, 1957, so that owners and other interested parties may submit written allegations to the General Directorate of the Railway Sector, in accordance with article 56 of the same regulation. The publication serves as notification for interested parties who are unknown or whose address is ignored, although individual summons will be made.

The expropriation directly affects nearly two dozen landowners in the parish of Isorna, including the communal mountain land, and opens a short period to review the annex and submit objections before the pre-occupation records are finalized.
