ADIF expropia en Catoira terreos para rematar o viaduto sobre o Ulla

ADIF-Alta Velocidad requires land in Catoira and Rianxo to complete the works on the viaduct over the Ulla river and has already launched the compulsory expropriation file 014ADIF2620. The Directorate General of the Railway Sector, under the Ministry of Transport and Sustainable Mobility, signs the resolution that opens the public information period and summons the affected owners to the drawing up of the preliminary records, published in the Official Gazette of the Province of Pontevedra (BOPPO) no. 204, corresponding to Thursday, October 22, 2026.

The resolution originates from a communication from ADIF-Alta Velocidad dated September 14, 2026, in which the public business entity urges the initiation of the file to obtain the land necessary to execute the works. The reference project was approved on June 3, 2026.

That approval entails, by virtue of Law 38/2015, of September 29, of the Railway Sector, the declaration of public utility or social interest, the need for occupation of the affected assets, and the declaration of urgency thereof. Therefore, Article 52 of the Compulsory Expropriation Law of December 16, 1954, and the corresponding provisions of the Regulation of April 26, 1957, are applicable—the route that allows the occupation of assets before fixing the fair price.

What is being built on the Ulla viaduct

The works motivating the expropriation are part of the modified construction project for the execution of the completion works of the construction project for the maintenance trolleys of the viaduct over the Ulla river. The action includes:

  • The completion of the viaduct’s maintenance trolleys.
  • The stairs and access platforms inside the deck.
  • The analysis and definition of a protection system against crosswinds.

The territorial scope covers two municipalities, one on each bank of the mouth of the Ulla:

  • Catoira, in the province of Pontevedra.
  • Rianxo, in the province of A Coruña.

Fifteen business days to present objections

The Directorate General of the Railway Sector resolves to open a public information period for a term of 15 business days, counted in the manner provided for in Article 17 of the 1957 Regulation. During this period, the holders of the affected assets and rights and any other interested person or entity may submit in writing to that department the objections they deem appropriate, in accordance with the Compulsory Expropriation Law and Article 56 of its implementing regulation.

The Expropriation Annex, with the list of plots and holders, can be consulted at:

  • The headquarters of the General Directorate of the Railway Sector, Railway Expropriations Division, Paseo de la Castellana 67, 28046 Madrid.
  • The Sub-directorate of Expropriations of ADIF Alta Velocidad, Avenida Pío XII 110 (Caracola nº 18), 28036 Madrid.
  • The affected city councils and the sub-delegations or delegations of the Government.
  • The websites www.transportes.gob.es and www.adifaltavelocidad.es.

Drawing up of preliminary records at the City Council

The resolution also summons the owners of the affected assets and rights to the drawing up of the records prior to occupation, which will be held at the location designated by the City Council for this purpose, on the days and times indicated in the announcement for each municipal district. The publication in the BOPPO serves as notification to interested parties who are unknown or whose address is ignored, for the purposes of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations; furthermore, those affected will be summoned individually to the act.

The text is signed by the general director of the Railway Sector, Carlos María Juárez Colera, and incorporates the secure verification code 4NFZTDYW2GR2SS5H.

For the residents of Catoira —and also for those of Rianxo— the announcement opens the period to check if their plots appear in the annex, review the affected area, and present objections before the records are formalized. Once these are drawn up, the occupation of the land is enabled and the discussion shifts to the determination of the fair price.
