ADIF opens public information to extend the commuter trains to Soto del Real

ADIF has opened a public information period regarding the list of assets and rights affected by the works for the expansion of the Madrid commuter rail network to Soto del Real, in its phase 1. The procedure is published in the BOCM no. 228, dated September 24, 2026 (page 176), and seeks to declare the necessity of land occupation. The measure affects owners in Colmenar Viejo and anticipates the future arrival of the commuter train to the municipality.

The announcement is signed by the Railway Infrastructure Administrator (ADIF), an entity dependent on the Ministry of Transport and Sustainable Mobility, and is processed in accordance with articles 18 and 19.1 of the Compulsory Expropriation Law, of December 16, 1954, and the corresponding articles of its Regulations, approved by decree on April 26, 1957. The file corresponds to Modified Project No. 1 of the construction project for the expansion of the Madrid commuter rail network to Soto del Real, phase 1, which includes infrastructure, track, and overhead contact line.

The purpose of the procedure is the declaration of the necessity of occupation of the assets and rights affected by the execution of the works. Any person may provide in writing the appropriate data to rectify possible errors in the published list or oppose, for reasons of substance or form, said necessity of occupation.

Deadline and submission of allegations

The public information period is fifteen business days and begins the day following the publication of the announcement, that is, starting from September 25, 2026. Allegations must be addressed to the General Directorate of Conservation and Maintenance of ADIF (calle Titán, number 4-6, 28045 Madrid), indicating as a reference “Public information of the declaration of the necessity of occupation. Modified Project No. 1 of the construction project for the expansion of the Madrid commuter rail network to Soto del Real. Phase 1. Infrastructure, track, and overhead contact line”.

For submission, the General Electronic Registry of the General State Administration or the Adif electronic office may be used.

The concrete and individualized list of published assets and rights is limited, in this announcement, to the municipality of Colmenar Viejo, with two estates from polygon 58:

• Estate Y-28.0455-0200, plot 4: owners Asunción Arroyo Torres (heirs of), Manuel de la Morena Arroyo, Carlos Ruiz Arroyo and others; 0 m² of expropriation, 295 m² of easement, 629 m² of temporary occupation and 924 m² total.
• Estate Y-28.0455-0200, plot 110: owner ENAGAS Transportes S.A.U.; 0 m² of expropriation, 0 m² of easement, 175 m² of temporary occupation and 175 m² total.

The announcement is dated in Madrid on September 11, 2026, and is signed by the General Director of Operations and Exploitation, Ángel García de la Bandera, with the reference 02/15.208/26.

The publication formally opens the expropriation process for the first phase of the railway connection with Soto del Real, such that the owners of the affected lands have a limited period to review the list of assets and defend their rights.
