ADIF opens public information period to expropriate land in Móstoles-El Soto

ADIF has opened a public information period regarding the list of assets and rights affected by the Provisional Connections Construction Project in Móstoles-El Soto. The announcement is published in the Official Gazette of the Community of Madrid (BOCM) no. 231, dated September 28, 2026, with reference BOCM-20260928-52. Interested parties have fifteen business days to submit allegations.

The procedure is based on articles 18 and 19.1 of the Compulsory Expropriation Law of December 16, 1954, and the corresponding articles of its Regulations, approved by decree on April 26, 1957. The announcement was signed in Madrid on September 22, 2026, by the general director of Planning, Projects, and Construction of ADIF, Luis Llamas Martínez, under file reference (02/15.403/26). The publication depends on the Ministry of Transport and Sustainable Mobility and appears in section II of the gazette, dedicated to State provisions and announcements.

Fifteen business days and four consultation points

The period begins the day following the publication of the announcement. Its purpose is to allow any person to provide in writing the appropriate data to rectify possible errors in the published list or to oppose, for reasons of substance or form, the need for occupation.

The expropriation documentation may be examined, during business days and office hours, at:

• The Government Delegation in Madrid (calle Miguel Ángel, 25, 28071 Madrid).
• The Adif Superstructure Projects Sub-directorate (calle Titán, 4-6, 10th floor, 28045 Madrid).
• The Móstoles City Council (plaza de España, 1, 28934 Móstoles).
• The “Public Information” section of the Transparency Portal on the Adif website (www.adif.es).

Allegations must be addressed to the Adif Superstructure Projects Sub-directorate, with the reference “Public information of the declaration of the need for occupation. Provisional Connections Construction Project in Móstoles-El Soto”. They may also be submitted through the General Electronic Registry of the General State Administration or the Adif electronic office.

Nineteen properties in the municipality of Móstoles

The specific and individualized list of affected assets and rights comprises 19 properties in the municipality of Móstoles, identified with references ranging from Y-28.0920-0106 to Y-28.0920-0139.

• Expropriation: 18,848 square meters.
• Easement: 400 square meters.
• Temporary occupation: 9,106 square meters.
• Total affected: 28,354 square meters.
• Leased area: 364 square meters.

The greatest impacts correspond to estate Y-28.0920-0113, with 12,055 square meters, and estate Y-28.0920-0139, with 4,171 square meters. Among the owners are the Móstoles City Council, ADIF —through its Central Heritage and Urban Planning Area Management— and Renfe Ingeniería y Mantenimiento Sociedad Mercantil Estatal.

Lessees of El Soto station

Four estates derived from Y-28.0920-0135, with cadastral reference 5251401VS2655S0001TY and cadastral ownership by ADIF, correspond to individuals with lease rights over station premises:

• Antonio Martín García, 95 square meters.
• José Andrés García Delgado, 95 square meters.
• Gonzalo López Manjón, 87 square meters.
• Juana García-Risco Quintana, 87 square meters.

All of them are listed as residing at calle Estación CC. Móstoles El Soto, no number, 28933 Móstoles.

The publication opens the way for owners, lessees, and neighbors affected by the provisional connections of Móstoles-El Soto to review the data of their estates and submit allegations before ADIF declares the need for occupation, a preliminary step to the effective expropriation of the land.
