ADIF opens public information period to expropriate land on the Colloto-Infiesto route

ADIF has published an announcement in the Official Gazette of the Principality of Asturias (BOPA) submitting for public information, for the purposes of the declaration of the need for occupation, Modified Project number 1 of the construction project for the comprehensive track renovation on the Colloto-Infiesto section of the Meter Gauge Network in Asturias. The announcement, signed in Oviedo on August 4, 2026, by the Director General of Operations and Exploitation, is published in issue number 171 of the BOPA on September 3, 2026, within the State Administration section, under the Ministry of Transport and Sustainable Mobility.

The procedure is opened in compliance with articles 18 and 19.1 of the Compulsory Expropriation Law of December 16, 1954, and the corresponding articles of its Regulations, approved by decree on April 26, 1957. During the period of fifteen business days, starting from the day following the publication of the announcement, any person may provide in writing the appropriate data to rectify possible errors in the list of affected assets and rights, or oppose, for reasons of substance or form, the need for occupation.

The expropriation documentation of the project may be examined, during business days and office hours, at the following points:

Allegations must be addressed to the ADIF Northwest RC Investment Coordination Area Headquarters, indicating as a reference “Public information of the declaration of the need for occupation. Modified Project No. 1 of the Construction Project for the comprehensive track renovation on the Colloto-Infiesto section of the Meter Gauge Network in Asturias”. They may also be submitted through the General Electronic Registry of the General State Administration or the ADIF electronic office.

Affected assets and rights

The announcement includes the specific and individualized list of affected assets and rights, distributed by municipal boundaries, indicating the area subject to expropriation, easement, and temporary occupation. Among the affected holders are individuals as well as administrations and companies:

• In Nava, properties owned by individuals such as María Paz Ordoñez Sánchez, María Isolina Álvarez Vega, Rubén Cueto Solares, or Gonzalo Bárcena Bárcena, along with plots of unknown ownership.
• In Siero, properties belonging to the heirs of the Sempau Bárcena family, the Siero City Council, the Principality of Asturias, Red Eléctrica de España S.A., the State Road Demarcation in Asturias, and Solvay y Cía, among others.
• In Piloña, properties belonging to the heirs of María Pilar Peruyero Muñiz, Suministros Marca S.A., Manuel Álvarez Alonso, and the Catoya Villa family, as well as several plots of unknown ownership.

The areas vary from small temporary occupations of just over 20 square meters to properties of more than 15,000 square meters, such as that of the Siero City Council in polygon 178, which totals 15,748 square meters of temporary occupation.

Relevance of the procedure

The comprehensive track renewal in the Colloto-Infiesto section is part of the improvement works for the Meter Gauge Network in Asturias, and this public information procedure constitutes an essential preliminary step to declare the need for land occupation and, where applicable, initiate expropriation proceedings. For the owners and residents of Nava, Piloña, and Siero, the announcement represents an opportunity to review the list of affected assets and submit objections within the legal timeframe before the occupation is formalized.
