ADIF opens public information period to expropriate land for the Puertollano-Mérida line

ADIF abre información pública para expropiar terrenos de la línea Puertollano-Mérida

The Railway Infrastructure Manager (ADIF) has opened a public information period of fifteen business days for the declaration of the need to occupy the assets and rights affected by the Basic Project of Services Affected by the Overhead Contact Line and Associated Systems of the Puertollano-Mérida line. Announcement number 2946 is published in the Official Gazette of the Province of Ciudad Real number 178, dated September 16, 2026, on pages 8445 to 8487. Any person may submit in writing data to rectify errors in the published list or oppose, for reasons of substance or form, the need for occupation.

The announcement is issued in compliance with articles 18 and 19.1 of the Compulsory Expropriation Law of December 16, 1954, and the corresponding articles of its Regulations, approved by decree on April 26, 1957. The public information period is fifteen business days and begins to count the day following the publication of the announcement in the provincial gazette.

The file is promoted by the ADIF Energy Sub-directorate, under the Ministry of Transport and Sustainable Mobility, and the announcement is signed by the Director General of Planning, Projects, and Construction, Luis Llamas Martínez. The expropriation documentation consists of 77 pages and includes the specific and individualized list of properties, including polygon, plot, cadastral reference, owner, address, and surface areas.

  • City Councils of Benquerencia de la Serena, Castuera, Villanueva de la Serena, Cabeza del Buey, Magacela, Don Benito, Mérida, Mengabril, Campanario, Villagonzalo, Don Álvaro, Medellín, Guareña, and Valdetorres, in the province of Badajoz.
  • The Public Information section of the Transparency Portal on the ADIF website (www.adif.es).

Affected properties and owners

The published list is organized by municipal districts and assigns a file number to each property. In Puertollano, properties Y-13.0718-0100 to Y-13.0718-0107 are listed, with areas ranging from 27 to 4,360 square meters across expropriation, easement, and temporary occupation. In Almodóvar del Campo, properties Y-13.0150-0100 to Y-13.0150-0137 are listed; in Guadalmez, Y-13.0467-0100 to Y-13.0467-0106; in Almadenejos, Y-13.0126-0100 to Y-13.0126-0106; in Brazatortas, Y-13.0245-0100 to Y-13.0245-0116; and in Chillón, Y-13.0381-0100 and following.

Among the owners are individuals, heirs, and communities, as well as agencies and companies such as the Central and Southern Heritage and Urban Planning Area Management of ADIF, the Regional Government of Castilla-La Mancha, the Regional Government of Extremadura, the Provincial Council of Ciudad Real, the Provincial Council of Badajoz, the Guadiana Hydrographic Confederation, the Guadalquivir Hydrographic Confederation, Minas de Almadén y Arrayanes SA, Rai Investments 1, SL, Agrícola Navalcuerno, S.L.U., Agropecuaria Fontanosas SA, Harri Hegoalde 2 S.A.U., Holcim España Sau, and Emerita Servicios Ferroviarios SA, among others.

How to submit objections

Objections must be addressed to the Sub-directorate of Energy (calle Titán, 4, 28045 Madrid), citing as a reference “Public information on the declaration of the need for occupation. Basic Project of Services Affected by the Overhead Contact Line and Associated Systems of the Puertollano-Mérida Line.” They may also be submitted through the General Electronic Registry of the General State Administration or the ADIF electronic office (https://sede.adif.gob.es/).

The publication opens the formal channel for owners in Puertollano and its surroundings to review whether their plots are correctly identified and valued before ADIF declares the occupation. Those who do not object within the deadline will lose the opportunity to correct errors in the official list, a preliminary step to the drawing up of records and the determination of the fair price.
