Adif opens public information process to expropriate assets for the Puertollano-Mérida line

Adif is submitting for public review the list of assets and rights affected by the “Basic project of services affected by the overhead contact line and associated systems of the Puertollano-Mérida line”. The announcement is published in the Official Gazette of the Province of Badajoz number 183, dated Thursday, September 24, 2026, under reference Announcement 3677/2026, and opens a period of fifteen business days to submit allegations. The measure affects owners in twenty municipalities, fourteen of which are in the province of Badajoz.

The announcement is signed by the Director General of Planning, Projects, and Construction of Adif, Luis Llamas Martínez, and is issued in compliance with Articles 18 and 19.1 of the Compulsory Expropriation Law of December 16, 1954, and the corresponding articles of its Regulations, approved by Decree of April 26, 1957. Its purpose is the declaration of the need to occupy the land required to execute the works defined in the reference project.

The specific and individualized list of assets and rights occupies pages 2 to 95 of the gazette. Each property is identified by its number (series Y-06 and Y-13), polygon, plot, owner, and address, with four columns for surface area in square meters: expropriation, easement, temporary occupation, and total.

Affected Municipalities

• Province of Badajoz (14): Benquerencia de la Serena, Castuera, Villanueva de la Serena, Cabeza del Buey, Magacela, Don Benito, Mérida, Mengabril, Campanario, Villagonzalo, Don Álvaro, Medellín, Guareña, and Valdetorres.
• Province of Ciudad Real (6): Puertollano, Almodóvar del Campo, Guadalmez, Almadenejos, Brazatortas, and Chillón.

The expropriation documentation can be examined at the Government sub-delegations of Badajoz and Ciudad Real, at the Energy Sub-directorate of Adif (calle Titán, number 4, 28045 Madrid), at the town halls of the twenty affected municipalities, and in the “Public Information” section of the transparency portal at www.adif.es.

Owners and Surface Areas

Among those affected are private individuals, heirs, commercial companies, irrigation communities, and public administrations. Some of the properties with the largest total surface area are:

• Minas de Almadén y Arrayanes, SA: property Y-13.0126-0001-C04, in Almadenejos, 15,151 m².
• Rodríguez Blázquez, María Felisa and others: property Y-06.0439-0002, in Don Álvaro, 9,945 m².
• Correa Batalla, Manuel: property Y-06.0830-0119, in Mérida, 7,779 m².
• Sepúlveda Risquez, Pedro and others: property Y-13.0467-0100, in Guadalmez, 6,685 m².
• Fernández Arévalo, Luis: property Y-06.1383-0019, in Valdetorres, 6,148 m².

Also appearing as holders are the Regional Government of Extremadura, the Regional Government of Castilla-La Mancha, the Guadiana Hydrographic Confederation, the Guadalquivir Hydrographic Confederation, the Provincial Council of Badajoz, the Provincial Council of Ciudad Real, the Zújar Irrigation Community, the Public Business Entity for Land, Holcim España, SAU, I-De Redes Eléctricas Inteligentes, SA, and Emerita Servicios Ferroviarios, SA, as well as the city councils of the affected municipalities.

Allegations and deadline

The public information period is fifteen business days starting from the day following the publication of the announcement. Any person may provide in writing the appropriate data to rectify possible errors in the published list or oppose, for reasons of substance or form, the necessity of occupation.

Allegations shall be addressed to the Sub-directorate of Energy (calle Titán, number 4, 28045 Madrid), indicating as a reference “Public information of the declaration of the necessity of occupation. Basic project of services affected by the overhead contact line and associated systems of the Puertollano - Mérida line”. They may be submitted through the general electronic registry of the General State Administration or the electronic office of Adif.

The publication directly affects hundreds of owners in the regions of La Serena, Vegas Altas, and Tierra de Mérida, who have a limited period to review whether their plots appear correctly in the list and to defend their rights before the necessity of occupation is declared.
