ADIF opens urgent expropriation to electrify the Plasencia-Cáceres High-Speed Line

The General Directorate of the Railway Sector has resolved to open a public inquiry and summon the owners of the affected assets and rights to the drafting of the preliminary records corresponding to the Compulsory Expropriation File 055ADIF2610, motivated by the works of the basic project for the replacement of services affected by the electrification of the Extremadura High-Speed Line (LAV), Phase III, in the Plasencia-Cáceres section. The resolution is published in the Official Gazette of the Province of Cáceres on August 19, 2026 (reference BOP-2026-3939) and affects rural properties within the municipal boundaries of Cáceres and Malpartida de Plasencia.

A file declared as urgent

On July 10, 2026, ADIF-Alta Velocidad requested the initiation of the compulsory expropriation file to obtain the land necessary for the execution of the works, the project for which was approved on June 25, 2026. Said approval entails the declaration of public utility or social interest, the need for the occupation of the affected assets, and the declaration of urgency thereof, in accordance with Law 38/2015, of September 29, on the Railway Sector.

Therefore, the provisions of Article 52 of the Compulsory Expropriation Law of December 16, 1954, and the concordant provisions of the Regulation of April 26, 1957, are applicable. The resolution is electronically signed by Francisco Javier Sánchez Ayala, Deputy General Director of Railway Planning, acting by delegation of the General Director of the Railway Sector.

Period for allegations and consultation of the annex

A public inquiry is opened for a period of 15 business days, counted in the manner provided for in Article 17 of the Regulation of April 26, 1957, so that the holders of the affected assets and rights and other interested persons or entities may submit in writing any allegations they deem appropriate.

The Expropriations Annex may be consulted at:

  • Ministry of Transport and Sustainable Mobility, General Directorate of the Railway Sector, Railway Expropriations Division, Paseo de la Castellana 67, 28046 Madrid.
  • ADIF-Alta Velocidad, Sub-directorate of Expropriations, Avda. Pío XII, 110, 28036 Madrid.
  • The respective affected City Councils and Sub-delegations or Delegations of the Government.
  • Via the web in the Public Participation section of www.transportes.gob.es and in the Transparency Portal of www.adifaltavelocidad.es.

Affected properties and drafting of records

This publication shall serve as notification for interested parties who are unknown or whose address is unknown for the purposes of Law 39/2015, of October 1, on the Common Administrative Procedure, although interested parties will be summoned to the act of drawing up the preliminary records via individual summons. The records will be drawn up on October 14, 2026, at the location designated by the City Council.

Among the affected owners are:

  • Torrecamarero, SL, with properties in the district of Cáceres (polygon 18).
  • Cáceres City Council, owner of several rural plots.
  • ADIF-Administrador de Infraestructuras Ferroviarias Sur, with address at Santa Justa station, Seville.
  • Rodríguez Soria, Elvira, with properties in the district of Malpartida de Plasencia (polygon 78).
  • Junta de Extremadura, owner of a plot in Malpartida de Plasencia.

The expropriation and easement areas vary by property, with temporary occupations reaching several thousand square meters in some cases, and the preliminary records have been scheduled for 09:00 and 11:30 hours on the aforementioned day.
