Abrera definitively approves the Torrent Gran picnic area

The Abrera City Council has definitively approved the construction project “Completion of the Torrent Gran d’Abrera picnic area,” along with the corresponding health and safety study. The resolution, adopted by mayoral decree dated September 2, 2026, is published in the Official Gazette of the Province of Barcelona (BOPB) on September 9, 2026.
The project, drafted by the municipal technical services, has a contract execution budget of 399,975.98 euros, including 21% VAT. This is a public leisure equipment action for the municipality of Baix Llobregat.
The approval decree
The decision is formalized through Decree No. 2026/2095, issued by the Mayor’s Office on September 2, 2026, under file 4910/2026. The decree establishes the definitive approval of the project and orders its publicity through various official channels:
- The Official Gazette of the Province of Barcelona (BOPB)
- The Official Gazette of the Generalitat de Catalunya (DOGC)
- The City Council’s notice board
- The municipal website
Additionally, the resolution is reported to the Area of Territory, Environment, Public Health and Sustainability, the Procurement Service, the Economic Services, and the Municipal Management.
Appeals and deadlines
The resolution ends the administrative route. An optional appeal for reversal may be filed before the body that issued it within one month from the day following its publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the common administrative procedure.
Alternatively, a contentious-administrative appeal may be filed directly before the Contentious-Administrative Courts of Barcelona or the courts of the interested party’s domicile, within a period of two months, according to article 46 of Law 29/1998, of July 13. If the dismissal of the appeal for reversal occurs by administrative silence, the deadline for the contentious appeal is extended to six months.
