Abren información pública para la planta solar Colonia Tovar en Vejer

The Territorial Delegation in Cádiz of the Ministry of University, Industry, Energy and Innovation of the Regional Government of Andalusia has submitted for public information the prior administrative and construction authorization for the “PSFV Colonia Tovar” solar photovoltaic plant and its evacuation infrastructure, in the municipality of Vejer de la Frontera. The announcement, number 316.065 and file AT-15719/24, is published in the Official Gazette of the Province of Cádiz no. 199, corresponding to October 15, 2026. The installation, promoted by Producción Solar Investment SL, has 4.3 MW of installed power and 4 MW of access capacity.

The procedure is based on Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical energy installations. The publication is also carried out in accordance with Article 83 of Law 39/2015, of October 1, on Common Administrative Procedure, and for the purposes of notification under Article 45 of the same regulation, as well as Article 13.1.e) of Law 1/2014, of June 24, on Public Transparency of Andalusia.

The file is initiated at the Territorial Delegation of Cádiz, located at calle Fernando el Católico, 3 (Edificio Junta de Andalucía, 11004 Cádiz), and the announcement appears signed on September 18, 2026, by the territorial delegate, María Inmaculada Olivero Corral. The promoter, Producción Solar Investment SL, is domiciled at calle Amos de Escalante 2, letter 5, door D, 39002 Santander (Cantabria).

Characteristics of the photovoltaic plant

The “PSFV Colonia Tovar” plant is intended for the production of electrical energy using photovoltaic technology. Its main elements are:

  • 7,200 photovoltaic modules with a maximum power of 650 Wp, installed on a fixed support structure and distributed in series toward 20 inverters.
  • Two power centers of 3,000 kVA each, with a field of 10 inverters per center and an individual power at 40 ºC of 215 kVA.
  • A 20 kV medium voltage underground circuit using RHZ1 18/30 kV 240 mm² Al cable, 16 meters long, connecting power center 2 with power center 1.
  • A 20 kV medium voltage underground circuit using RHZ1 12/20 kV 150 mm² Al cable, 30 meters long, connecting power center 1 with the sectioning center.

The evacuation line to the grid

The evacuation infrastructure begins at a sectioning center with a 20 kV switchyard, surface metal enclosure and external operation, Ormazabal medium voltage cells up to 40.5 kV, outdoor-type cabins integrated into ITS with SF6 insulation and single busbar, as well as control, protection, grounding, measurement, and communication systems. From there, the line departs toward the connection point:

  • 20 kV underground line from the sectioning center to pole 1: 20 meters, RHZ1 18/30 kV 240 mm² Al conductor, one circuit and one cable.
  • 20 kV overhead line from pole 1 to pole 9: 1,463 meters, LA-56 (47-AL1/8-ST1A) 54.6 mm² conductor, one circuit and three cables.
  • 20 kV underground line from pole 9 to pole 14: 170 meters, LA-56 54.6 mm² conductor, one circuit and three cables.

Pole 14 and its connection to the 20 kV SET Vejer constitute the access and connection point, common evacuation infrastructure owned by Instarrenova SL, as detailed in its file PSFV Vejer AT-15784-24.

Thirty-day period and submission of allegations

The submitted documentation may be examined at the Energy Service of the Territorial Delegation in Cádiz and also through the Transparency Portal of the Junta de Andalucía, searching by the file number. Interested parties have a period of thirty days from the day following the publication of the announcement to submit any allegations they deem appropriate.

The opening of the public information process directly affects landowners and residents of Vejer de la Frontera, who are seeing the processing of a new photovoltaic installation and its evacuation line within the municipal district. The allegations period makes this announcement the primary means of citizen participation before the Territorial Delegation resolves the authorization.
