The Abánades City Council has definitively approved its General Budget for the 2026 fiscal year, balanced in expenditures and revenues at 118,719.68 euros, with no objections filed during the public exhibition process. The agreement is signed by the mayor-president, Jesús Ángel Layna Medina, in Abánades on October 23, 2026, and is published, along with the summary by chapters and the personnel roster, in the Official Gazette of the Province of Guadalajara (BOP) No. 205, dated October 27, 2026.
The publication responds to the mandate of Article 169 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and Article 20 of Royal Decree 500/1990, of April 20. The announcement includes the City Council’s budget, the execution bases, and the roster of civil service and contractual personnel, such that the document establishes the economic and personnel organization framework of the municipality for the entire fiscal year.
Expenditures: current services and personnel absorb nearly 80 percent
Non-financial operations total 118,719.68 euros, with no recourse to financial operations, which remain at zero. The breakdown by chapters of the expenditure statement is as follows:
- Chapter 1. Personnel expenses: 30,706.49 euros.
- Chapter 2. Expenses for current goods and services: 63,621.59 euros.
- Chapter 3. Financial expenses: 550.00 euros.
- Chapter 4. Current transfers: 541.60 euros.
- Chapter 5. Contingency fund and other unforeseen events: 0.00 euros.
- Chapter 6. Real investments: 23,300.00 euros.
Current operations reach 95,419.68 euros—nearly 80 percent of the total—while capital operations stand at 23,300.00 euros, entirely allocated to real investments and without capital transfers.
Revenues: patrimonial income sustains the accounts
The revenue statement matches the expenditure statement exactly. Current operations contribute 111,719.68 euros and capital operations contribute 7,000.00 euros from capital transfers. By chapters:
- Direct taxes: 21,608.76 euros.
- Indirect taxes: 2,900.00 euros.
- Fees and other income: 10,976.45 euros.
- Current transfers: 26,536.00 euros.
- Patrimonial income: 49,698.47 euros.
The largest item is patrimonial income, with 49,698.47 euros, representing nearly 42 percent of municipal funding, ahead of current transfers and direct tax collection. No disposal of real investments or indebtedness is planned.
Roster: three positions, one of them linked to a regional grant
The agreement includes the personnel roster, with a total of three positions:
- Civil service personnel: one position for Secretariat-Intervention, under a grouping regime.
- Labor personnel: one position for Multi-service Operator.
- Temporary labor personnel: one position for Multi-service Operator, subject to the granting of the subsidy from the Ministry of Economy, Business and Employment of the Regional Government of Castilla-La Mancha.
The temporary nature of the third position is thus conditioned on regional aid, linking its continuity to the resolution of the call for applications.
Two months to appeal before the High Court of Justice
Against the agreement, and in accordance with article 171.1 of the Law Regulating Local Treasuries, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha, based in Albacete, within a period of two months starting from the day following the publication of the announcement, in accordance with article 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction. The announcement itself warns, in application of article 171.3, that the filing of the appeal shall not, by itself, suspend the effectiveness of the challenged agreement.
The closing of the budget comes in the final stretch of the fiscal year and after the file passed the public information period without claims, a circumstance that makes it definitive.
Impact for residents and suppliers of the municipality
With the budget now definitive, the City Council of Abánades has a firm budgetary framework to execute current expenditure, tackle planned investments, and maintain its staff during 2026. For residents and companies working with the council, the published document sets the available items for services, supplies, and contracts, while the two-month period before the contentious-administrative justice opens the final avenue of challenge for those who consider that the agreement violates the law.
