The Xunta submits the CHUAC expropriations in Pedralonga to public information

The Xunta de Galicia is submitting for public information the equidistribution project in development for the expropriations for the new University Hospital Complex of A Coruña (CHUAC), in the area of Pedralonga, in the municipality of A Coruña. The Galician Infrastructure Agency (AXI) initially approved the document on September 7, 2026, and the announcement, signed by the director of the organization, María Deza Martínez, is published in the Official Gazette of the Province of A Coruña number 193, dated October 9, 2026, with announcement number 2026/6440. Owners and other affected holders, as well as any interested person, have one month to examine the project and submit allegations.

A process framed within the project of regional interest

The announcement, dated September 29, 2026, reports the initial approval of the “Equidistribution project in development of the expropriation project of assets and rights affected by the project of regional interest (PIA) of the new CHUAC, in the area of Pedralonga, in the municipality of A Coruña”. The process is governed by the provisions of Law 2/2016, of February 10, on Galician land, and Decree 143/2016, of September 22, which approves its implementing regulation.

The origin of the action dates back to March 17, 2021, when the Minister of Health resolved to entrust the AXI with the management of the actions for the award and execution of the service contract for the drafting of the document for urban planning processing, preliminary project, basic project, execution project, expropriation project, technical management of the work, and surveillance control of the new CHUAC. On March 31, 2021, the Ministry of Health published in the Official Gazette of Galicia (DOG) number 61 the Resolution of March 25, 2021, by which the commission from the Galician Health Service (SERGAS) to the AXI was made public.

One-month public exhibition in three locations

The equidistribution project will be exhibited to the public in three locations:

• The headquarters of the Galician Infrastructure Agency.
• The headquarters of the Galician Health Service.
• The City Council of A Coruña.

Additionally, it can be consulted on the website of the Ministry of Housing and Infrastructure Planning, at the address enabled for the PIA of the CHUAC in Pedralonga. The public exhibition period will be one (1) month, counted from the day following the last of the publications of the announcement in the Official State Gazette, the Official Gazette of Galicia, the Official Gazette of the Province of A Coruña, or in one of the newspapers with the widest circulation in the province. During this period, any person may examine the project and submit allegations.

The announcement includes an annex with the list of owners and other affected holders, among whom administrations and private individuals are listed:

Effects of publication and notification

In accordance with article 44 of Law 39/2015, of October 1, on the common administrative procedure of public administrations, when the place of notification of the owners and other affected holders appearing in the project is unknown, or, if attempted, cannot be carried out, the publication of the announcement in the Official State Gazette shall produce the effects of the notification provided for in article 270.1 of Decree 143/2016, of September 22.

The announcement is signed in Santiago de Compostela on September 29, 2026, by María Deza Martínez, director of the Galician Infrastructure Agency.

The public information opens the period for allegations of a project that directly affects neighbors and owners of Pedralonga and Eirís and which forms part of the urban operation prior to the construction of the new CHUAC; the period of one month from the last publication will determine when that period closes.
