The Xunta revokes the Pico Touriñán wind farm following Enel's withdrawal

The General Directorate of Renewable Energies and Climate Change of the Ministry of Environment and Climate Change has revoked the administrative authorizations for the Pico Touriñán wind farm and archived the file for its high-voltage line, following the withdrawal of the promoter Enel Green Power España, S.L. The decision, adopted by resolution on August 10, 2026, was published in the Official Gazette of Galicia no. 158, of August 21, 2026 (pp. 46170-46174).

The resolution, signed by the general director Paula María Uría Traba, revokes the authorizations for the wind farm located in the municipalities of A Estrada, Cerdedo Cotobade, and O Campo Lameiro (Pontevedra), archives file IN661A 2010/3-4, accepts the withdrawal of the request for the prior and construction authorizations of the 132 kV HVL SET PE Pico Touriñán-SET PE Monte Festeiros, and archives file IN408A 2020/165.

Project Background

The Pico Touriñán wind farm has a long administrative processing history. The project originated from the Touriñán III wind farm (15 MW), promoted by Eólicos Touriñán, S.A., which was admitted for processing in 2007, and its expansion (15 MW), selected in 2008. In 2010, the promoter requested authorization for the Pico Touriñán wind farm with an initial capacity of 30 MW.

In 2012, Eólicos Touriñán, S.A. was absorbed by Enel Green Power España, S.L., which assumed ownership of the project. In 2018, the prior and construction administrative authorizations were granted with a capacity of 24 MW, which was subsequently increased to 26.4 MW following a non-substantial modification approved in 2020.

The New Evacuation and Withdrawal

The project changed its evacuation solution after obtaining a new connection point at the Silleda 400 kV substation, which decoupled it from the old Pico Touriñán-Tibo HVL. In 2020, the promoter requested authorizations for the new evacuation line 132 kV HVL SET PE Pico Touriñán–SET PE Monte Festeiros, located in the municipalities of Cerdedo Cotobade, A Estrada, Forcarei, and Silleda.

On July 10, 2025, Enel Green Power España, S.L. communicated the impossibility of continuing with the development of the line due to unfavorable reports issued by the general directorates of Cultural Heritage (7.5.2025) and Natural Heritage (11.6.2025) regarding the environmental impact study, which also prevented the development of the wind farm. Consequently, it requested that its withdrawal and the renunciation of the granted authorizations be considered.

Territorial and Energy Impact

The revocation entails the definitive halt of a wind project of up to 26.4 MW in the province of Pontevedra, following a processing period that lasted nearly two decades. The decision, adopted under Law 39/2015 of the common administrative procedure, nullifies the authorizations and archives the files, which releases the affected lands in the involved municipalities.

For the municipalities of A Estrada, Cerdedo Cotobade, O Campo Lameiro, Forcarei, and Silleda, the decision closes a long process of energy and territorial planning, and opens the door for the lands to be allocated to other uses. The resolution reflects the weight of environmental and heritage reports on the viability of renewable energy projects in Galicia.
