The Xunta reorganizes the leadership of three departments with twelve decrees

Por FactBox Admin

A Xunta reordena con doce decretos a cúpula de tres consellerías

The Council of the Xunta de Galicia approved in its meeting on November 2, 2026, a dozen decrees that reorganize the leadership of three departments and one general directorate dependent on Mar (Sea). The dismissals and appointments, signed by President Alfonso Rueda Valenzuela along with the competent counselors, are published in the Official Gazette of Galicia (DOG) no. 210 of November 3, 2026, in section II (Authorities and personnel), with references Decree 116/2026 to Decree 127/2026 and on pages 55052 to 55063.

The decrees are issued under articles 4.13 and 34.2 of Law 1/1983, of February 22, on the regulatory norms of the Xunta and its Presidency, and article 28 of Law 16/2010, of December 17, on the organization and functioning of the general administration and the autonomous public sector of Galicia (in the case of Industry, article 26). All of them were deliberated in the Council of the Xunta meeting on November 2 and bear the signatures of Ángeles Vázquez Mejuto (Social Policy and Equality), María Jesús Lorenzana Somoza (Economy and Industry), Nicolás Vázquez Iglesias (Environment and Climate Change), and Marta Villaverde Acuña (Mar).

The operation is divided into two blocks of six decisions: the dismissals, ranging from Decree 116/2026 to Decree 121/2026, and the appointments, from Decree 122/2026 to Decree 127/2026. Not all departures imply leaving the Executive: four entries respond to “own request” and two to “transfer to another destination.”

Social Policy and Equality: relief in the two general directorates

The department led by Ángeles Vázquez Mejuto concentrates four movements, three of which directly affect the social sphere:

Industry incorporates Rosón from the directorate of Fisheries

Isaac Miguel Rosón Sánchez-Brunete leaves the General Directorate of Fisheries, Aquaculture and Technological Innovation of the Department of the Sea, where he ceases his duties due to transfer to another destination (Decree 121/2026, p. 55057), and moves to occupy the General Secretariat of Industry and Energy Development of the Department of Economy and Industry (Decree 125/2026, p. 55061).

The move represents a jump in rank: from a general directorate to a general secretariat, and from a sectoral department such as fisheries to a transversal area covering industrial policy and energy under the regional minister María Jesús Lorenzana Somoza.

Environment: two arrivals and two crossed departures

In the departments depending on Nicolás Vázquez Iglesias, a complete exchange of the two positions of maximum administrative responsibility takes place:

  • María del Carmen Bouso Montero ceases as technical general secretary, due to transfer to another destination (Decree 119/2026, p. 55055).

The two people leaving Environment, Bouso Montero and Uría Traba, are found in Social Policy and Equality, so the transition between departments is bidirectional and is resolved with personnel who already held positions of equal level in the regional Administration.

Why it matters

These changes affect areas of regulation and management with a direct impact on citizens and economic sectors: the General Directorate of People with Disabilities manages the recognition of rights and care programs; that of Promotion of Equality channels policies on gender violence and effective equality; that of Renewable Energies and Climate Change processes authorizations for energy installations; and the General Secretariat of Industry coordinates the administrative support for industrial aid. For the fishing sector, the departure of the general director of Fisheries leaves a position vacant at a time of quota and funding management, while the arrival of new heads in Energy and Industry may translate into a reorganization of priorities in the processing of the files that these units resolve.
