The Official Gazette of Galicia publishes this Tuesday, October 27, 2026, the Order of October 19, 2026, by which the heads of the property, mercantile, and movable property registries destined for the territory of the Autonomous Community of Galicia are appointed. The provision, signed by counselor Diego Calvo Pouso, covers the vacant positions following ordinary competition number 325 and affects five registries located in Galicia. The regulation appears in section IV of the bulletin, corresponding to competitive examinations and contests.
The competency framework and the previous competition
The order bases its competence on article 26.1 of the Statute of Autonomy of Galicia, approved by Organic Law 1/1981, which attributes to the autonomous community the appointment of the property, mercantile, and movable property registrars who perform functions in Galician territory.
The file is processed to fill the vacant registries by virtue of ordinary competition number 325, convened by the Resolution of the General Directorate of Legal Security and Public Faith of September 8, 2026, published in the BOE of September 14, and resolved by the Resolution of October 2, 2026. The destination resolution was prepared in accordance with article 284 of the Mortgage Law, articles 496 and concordant of the regulation for its execution, and Decree of the Xunta de Galicia 136/2024, of May 20, which establishes the organic structure of the Department of Presidency, Justice and Sports.
The five appointments of the annex
The annex of the order details the assigned destinations, which combine mercantile and movable property registry positions with numbered property registries:
- Hermes Rego Valcarce, registrar of Sabadell Number 1, moves to the Mercantile and Movable Property Registry of A Coruña I.
- Cayetano Prada González, registrar of Cangas, moves to the Vigo Registry number 2.
- Sandra María Martínez Valente, registrar of Redondela-Ponte Caldelas, moves to the Vigo Registry number 5.
- Álvaro Romero Rodríguez, registrar of Chantada, moves to the Monforte de Lemos-Quiroga Registry.
- Cristina López López, registrar of Verín-Viana do Bolo, moves to the Vilalba Registry.
The list allows it to be noted that most of the movements resolve positions in numbered registries of inland Galicia and the south of the province of Pontevedra, while one of the five positions corresponds to a mercantile and movable property registry.
Numbered registries and mercantile registry
Vigo concentrates two of the appointments, corresponding to registries number 2 and number 5, both of a territorial nature and linked to districts with intense real estate activity. In the province of Lugo, the joint registry of Monforte de Lemos-Quiroga and that of Vilalba are filled, two positions that have had slower coverage due to their location and the workload associated with rural districts.
The Coruña I office has a distinct profile: it is a commercial and movable property registry, where companies, corporate acts, and movable guarantees are registered, and whose holder has direct effects on the processing of deeds for the incorporation of companies and secured financing.
Practical effects and right of appeal
The order exhausts the administrative route. Interested parties may file an optional appeal for reversal (recurso de reposición) before the department within one month from the day following its publication in the DOG, in accordance with Law 39/2015, of October 1, or alternatively, go directly to the Contentious-Administrative Chamber of the High Court of Justice of Galicia within two months from the same date, in accordance with Law 29/1998, of July 13.
The publication of the order allows law firms and notary offices to know exactly who occupies each of the five positions and since when they should send documents for registration. The filling of these positions also reduces delays in the qualification and registration of deeds, a relevant effect for real estate sales and corporate operations that depend on registry evidence.
