The Xunta imposes coercive fines and opens urban and environmental sanctioning proceedings

The Urban Legality Protection Agency (APLU) notifies the imposition of a second coercive fine and the resolution of an appeal for reversal in two urban legality restoration files, published in the Official Gazette of Galicia (DOG) on August 26, 2026. In parallel, the Ministry of Environment and Climate Change summons the interested parties in two environmental sanctioning files. The notifications are carried out by announcement as personal notification was not possible.
The actions are framed within the urban legality restoration procedure and forced execution, regulated in Law 39/2015, of October 1, on the common administrative procedure of public administrations. Since the resolutions could not be notified personally, they are published by announcement in the Official State Gazette, under article 44 of the aforementioned law, and the full text remains available to the interested parties for ten business days.
Second coercive fine in forced execution
The director of the APLU issued, on May 12, 2026, a resolution imposing a second coercive fine derived from the urban legality restoration file COR 105 2021-RP1, corresponding to the forced execution procedure CO-0154-2024. The resolution is notified to the interested party with NIF 32659875J via announcement on August 10, 2026.

An appeal for reversal may be filed against the resolution before the director of the APLU within one month, or a contentious-administrative appeal within two months before the contentious-administrative section of the court of first instance in whose jurisdiction the affected property is located.
Resolution of the appeal for reversal
In a second announcement, the APLU notifies the resolution of the optional appeal for reversal issued in the urban legality restoration file PON/86/2023-RP1, corresponding to the forced execution file PO-0154-2025. The resolution, issued on May 11, 2026, is notified to the interested party with DNI 35310226M.

This resolution is final in the administrative route, therefore only a contentious-administrative appeal may be filed against it within two months.
Environmental sanctioning files
For its part, the Territorial Department of Pontevedra of the Ministry of Environment and Climate Change summons the interested parties to be notified by appearance in two sanctioning files. The announcement, dated August 12, 2026, was signed by the territorial director, Nicolás Lorenzo Montes.

Interested parties have ten days to examine the acts at the department headquarters, at avenida María Victoria Moreno, 43, 4th floor, Pontevedra, from Monday to Friday, from 9:00 to 14:00 hours. Once the period has elapsed without appearance, the notification shall be deemed to have occurred.
These publications reflect the reinforcement of urban and environmental discipline in Galicia, with the imposition of coercive fines and the processing of sanctioning files when individuals do not restore legality or respond to notifications. For those affected, the ten-day period to consult the files is key, as the lack of appearance considers the notification as produced and opens the way for appeals.
