The Xunta expropriates land to improve bus stops in Ferrolterra

The Xunta de Galicia, through the Provincial Service of A Coruña of the Galician Infrastructure Agency, has called for the drawing up of the minutes prior to occupation and the formalization of the occupation minutes for the assets and rights affected by the project to improve the accessibility and connectivity of bus stops, reference AC/22/044.06. The resolution, signed on August 26, 2026, by the head of the service, Felipe de la Vega Gándaras, was published in the Official Gazette of the Province of A Coruña number 165, on August 31, 2026, under announcement number 2026/5641.

The project affects the access routes to the north of the city of Ferrol, within the Autonomous Road Network of Galicia (RAEG), and was approved by the Xunta on December 15, 2025, with publication in the Official Gazette of Galicia number 250, on December 29, 2025. The final approval of the layout implies the declaration of public utility, the need for occupation of the assets, and the urgency of the occupation, according to the provisions of article 22.5 of Law 8/2013, of June 28, on Galician roads.

Municipalities and appearance deadlines

Affected owners must appear personally or represented by a duly authorized person, with their national identity document, documentation proving ownership, and a bank account certificate with IBAN and BIC codes. The summons for the drawing up of the minutes prior to occupation are as follows:

• Ferrol: September 24, 2026, at 9:30 a.m., in the urban planning building (Rúa María 52-54).
• Narón: September 24, 2026, from 10:30 to 11:00 a.m., in the town hall press room.
• Valdoviño: September 24, 2026, at 12:30 p.m., in the town hall plenary hall.
• Ortigueira: September 28, 2026, at 9:45 a.m., in the town hall plenary hall.
• Cedeira: September 28, 2026, at 10:45 a.m., in the town hall plenary hall.
• As Somozas: September 28, 2026, at 12:00 p.m., in the town hall plenary hall.
• As Pontes de García Rodríguez: September 28, 2026, at 1:15 p.m., in the town hall plenary hall.

Formalization of occupation minutes

Once the prior minutes have been drawn up and the prior deposits and compensation for rapid occupation have been paid, the act of formalization of the occupation minutes is also convened, which will take place in December:

• Ferrol: December 14, 2026, at 9:30 a.m.
• Narón: December 14, 2026, from 10:30 to 11:00 a.m.
• Valdoviño: December 14, 2026, at 12:30 p.m.
• Ortigueira: December 15, 2026, at 9:45 a.m.
• Cedeira: December 15, 2026, at 10:45 a.m.
• As Somozas: December 15, 2026, at 12:00 p.m.
• As Pontes de García Rodríguez: December 15, 2026, at 1:15 p.m.

Documentation and rights of the affected parties

The list of owners of the affected assets and rights, as well as the parcel map, are displayed on the notice boards of the seven councils and at the Provincial Service of the Galician Infrastructure Agency in A Coruña (rúa Vicente Ferrer nº 2, 8th floor). The processing complies with the Forced Expropriation Law of December 16, 1954 and its Regulation of April 26, 1957. In the same act, the valuations established by the Administration for each property will be offered to the owners as a mutual agreement, and payments will be made via bank transfer.

The news directly affects hundreds of landowners in seven councils of Ferrolterra, who must attend the summons to avoid losing rights in the expropriation procedure. The improvement of bus stops on the autonomous roads of northern Ferrol seeks to increase the accessibility and safety of public transport in a region with a high dependence on interurban buses.
