The Xunta declares the planning of the CHUS surroundings to be of regional interest

The Council of the Xunta de Galicia declared on September 7, 2026, the regional interest of the project titled “Planning of the surroundings of the University Hospital Complex of Santiago de Compostela (CHUS)”. The agreement is made public through a resolution dated September 11, 2026, from the General Directorate of Economic Resources of the Galician Health Service, dependent on the Ministry of Health, and is published in the Official Gazette of the Province of A Coruña number 182, corresponding to Wednesday, September 23, 2026, in the Regional Administration section. The resolution bears announcement number 2026/6073.

The declaration is processed under Law 1/2021, of January 8, on the territorial planning of Galicia, whose article 42.4 requires the publication of agreements of this nature. According to the statement of reasons, the project meets the conditions required by article 41 of the same regulation, as it possesses both the requirement of supra-municipal significance and its coordinating and structuring function for the territory.

A strategic facility for 46 municipalities

The CHUS constitutes, according to the agreement, a strategic reference health facility that provides specialized care to the Santiago de Compostela and Barbanza Health Area. This area comprises 46 municipalities and a population of approximately 425,000 inhabitants. Additionally, the complex treats patients from other health areas of Galicia in the most complex specialties.

The Xunta justifies the declaration on the grounds that the project responds to the planning of the Public Health System of Galicia and contributes to the adaptation of health infrastructures to the needs derived from demographic evolution and the aging of the population. The agreement emphasizes that the action reinforces territorial cohesion and the quality of care through the modernization of a strategic facility for the Autonomous Community.

Health, competent body; Infrastructure processes the file

The agreement of the Council of the Xunta de Galicia contains three main determinations:

• To declare the regional interest of the project “Planning of the surroundings of the University Hospital Complex of Santiago de Compostela (CHUS)”, located in the municipality of Santiago de Compostela.
• To determine the Ministry of Health as the competent body by reason of the subject matter.
• To inform that, in accordance with the order of the Minister of Health dated 06/13/2025, the body processing the file will be the Galician Infrastructure Agency.

The declaration has direct effects on the urban planning of the municipality of Santiago de Compostela, by enabling regional processing for the planning of the surroundings of the hospital complex.

Deadlines to appeal the agreement

The resolution published in the provincial gazette indicates that the agreement exhausts the administrative route. The following may be filed against it:

• Optional appeal for reversal within a period of one month, counted from the day following notification or publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1.
• Contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within a period of two months, in accordance with articles 10, 14, and 46.1 of Law 29/1998, of July 13.

The resolution was signed in Santiago de Compostela on September 11, 2026, by Amparo Pousada Soliño, Director General of Economic Resources.

The decision directly affects residents and healthcare users of the entire Santiago and Barbanza area, as it places the planning of the surroundings of the main reference hospital under regional tutelage and opens a singular urban planning procedure. For the 46 municipalities in the area, the agreement entails recognizing the CHUS as an infrastructure of supra-municipal interest, which will condition land use in the surroundings and the coordination between municipal planning and the health planning of the Xunta.
