The Xunta declares the planning of the CHUS surroundings to be of regional interest

The Council of the Xunta de Galicia has declared the surroundings planning project of the University Hospital Complex of Santiago de Compostela (CHUS) to be of regional interest, a healthcare facility that serves as a reference for 46 municipalities and approximately 425,000 inhabitants. The agreement, adopted at the meeting on September 7, 2026, is made public through the Resolution of September 11, 2026, from the General Directorate of Economic Resources, published in the Official Gazette of Galicia (DOG) no. 181, of September 23, 2026, in its section VI of announcements (p. 50138). The declaration is made for the purposes provided for in Law 1/2021, of January 8, on the territorial planning of Galicia.

A project of supramunicipal significance

According to the statement of reasons in the resolution, the project meets the conditions required by Article 41 of Law 1/2021 for its declaration as a project of regional interest, as it fulfills both the requirement of supramunicipal significance and that of its coordinating and structuring function for the territory.

The publication is carried out in compliance with the provisions of Article 42.4 of the same regulation, which mandates the publicity of agreements of this nature by the Council of the Xunta. The project is located in the municipality of Santiago de Compostela.

A strategic facility for 425,000 inhabitants

The CHUS constitutes, according to the official text, a strategic reference healthcare facility that provides specialized assistance to the Santiago de Compostela and Barbanza Health Area. The data collected in the agreement are as follows:

• 46 municipalities integrated into the health area.
• An approximate population of 425,000 inhabitants.
• Care for patients from other health areas of Galicia in the most complex specialties.

The resolution emphasizes that the project responds to the planning of the Galician public health system and contributes to the adaptation of healthcare infrastructures to the needs derived from demographic evolution and the aging of the population. It adds that it reinforces territorial cohesion and the quality of care through the modernization of a strategic facility for the Autonomous Community.

Competent body, processing, and means of appeal

The agreement of the Council of the Xunta contains three pronouncements:

• To declare the regional interest of the project named Surroundings Planning of the University Hospital Complex of Santiago de Compostela (CHUS), located in the municipality of Santiago de Compostela.
• To determine the Ministry of Health as the competent body by reason of the subject matter.
• To inform that, in accordance with the order of the Minister of Health dated June 13, 2025, the body processing the file will be the Galician Infrastructure Agency.

Against this agreement, which exhausts the administrative route, an optional appeal for reversal may be filed within one month starting from the day following its notification or publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the common administrative procedure of public administrations. Alternatively, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within two months, in accordance with articles 10, 14, and 46.1 of Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction.

The resolution was signed in Santiago de Compostela on September 11, 2026, by Amparo Pousada Soliño, general director of Economic Resources, and is made public for general knowledge.

The declaration of regional interest places the planning of the surroundings of the CHUS on a preferential processing route with a regional administration as the competent body, which directly affects the urban and health planning of an area that serves nearly 425,000 people across 46 municipalities. For the residents of those municipalities, the agreement opens a procedure that may reorganize the access and surroundings of a reference hospital and which, by exhausting the administrative route, leaves open the possibility of challenge before the contentious-administrative courts.
