A Xunta declara de interese autonómico a ampliación de Martín Códax en Cambados

The Council of the Xunta de Galicia agreed in its meeting on October 5, 2026, to declare the expansion project of Bodegas Martín Códax, SAU in the municipality of Cambados as being of regional interest. The decision was made public in the Official Gazette of the Province of Pontevedra (BOPPO) no. 211, Monday, November 2, 2026, through the resolution of October 14, 2026, from the General Directorate of Viticulture, Agriculture, and Agri-food Industries (official reference 2026074993).

The publication is made in compliance with article 42.4 of Law 1/2021, of January 8, on the territorial planning of Galicia, the regulation under which the figure of the project of regional interest is supported. The Galician Government justifies the use of this instrument based on the “singularity and relevance” of the action and its impact on the wine-producing sector, which it describes as “a strategic sector for rural Galicia.”

An instrument for supra-municipal action

The agreement details that the planned actions “transcend the municipal scope,” as the company’s activity is distributed across 12 municipalities in the province of Pontevedra, in the Val do Salnés subzone. Therefore, the Xunta considers it necessary to use one of the tools offered by Law 1/2021 to “be able to undertake the action.”

The declaration of regional interest grants the Department of Rural Affairs the status of the competent department for the processing of the file. The text of the agreement states that the request was submitted by the company Bodegas Martín Códax, SAU itself, and supports the decision based on the “economic influence of its activities in the Galician agri-food sector.”

Regional leader of the wine sector

The file supports the relevance of the winery with economic and labor data. According to the resolution, the company’s activity is the most relevant in the Galician viticultural sector:

  • First place among companies in the wine sector, with revenues exceeding €34.5 M.
  • Also first place in gross value added (GVA), with more than €6.8 M.
  • First position in direct jobs.
  • More than 11% of both the revenue and the GVA of the entire Galician wine sector.
  • 37th place nationally by turnover within the sector.

What the expansion project includes

The action projected by the winery, as described in the agreement, comprises the adaptation and expansion of production and logistics facilities, as well as the enabling of other areas for complementary installations. Specifically, the document lists:

  • Increase in storage capacity.
  • Creation of a logistics distribution platform.
  • New offices and common spaces for employees, including a dining room.
  • Spaces for wine tourism activities, including a catering service, and cultural activities.

The resolution is signed in Santiago de Compostela on October 14, 2026, by the general director of Livestock, Agriculture, and Agri-food Industries, Silvestre José Balseiros Guinarte.

Appeals against the agreement

The agreement ends the administrative route. An optional appeal for reversal may be filed against it within one month, counted from the day following the notification or publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the common administrative procedure.

Alternatively, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within two months, in accordance with articles 10, 14, and 46.1 of Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction.

The declaration directly affects the urban planning of the Salnés region, by shifting the processing toward the regional Administration, and places the largest winery in Galicia at the center of a territorial decision of supra-municipal scope. For the wine sector, the agreement represents an express recognition of its economic weight and a precedent on how the Xunta can organize productive land linked to the agri-food industry.
