The Council of the Xunta de Galicia declared on October 5, 2026, the regional interest of the expansion project of Bodegas Martín Códax, S.A.U., located in the municipality of Cambados. The agreement was made public in the Official Gazette of Galicia (DOG) number 204, of October 26, 2026, through the Resolution of October 14, 2026, of the General Directorate of Viticulture, Agriculture and Agri-food Industries (reference CVE-DOG: ickfv2j8-dou6-fu46-ejh0-va75lswwpth9).
The legal framework of the agreement
The resolution, signed by the general director Silvestre José Balseiros Guinarte, complies with article 42.4 of Law 1/2021, of January 8, on the territorial planning of Galicia, and is limited to publicizing the agreement adopted at the meeting of the regional Executive on October 5. The declaration is expressly based on the “economic influence of its activities in the Galician agri-food sector.”
The text establishes that the competent department to process the file will be the Department of Rural Affairs (Consellería do Medio Rural), the department to which the general directorate signing the resolution belongs. The Xunta justifies the use of this figure due to the “singularity and relevance of the action”: “it is necessary to resort to one of the tools available to the Autonomous Community through Law 1/2021, on the territorial planning of Galicia, such as the project of regional interest, to be able to undertake the action.”
The Galician Government adds that it is an action “that organizes the territory and affects the wine-producing sector, a strategic sector for rural Galicia.” The figure of the project of regional interest (PIA) was recently used in the same gazette for other industrial and hospital actions, such as the expansion of the industry Mantiñán Lestayo, S.L. in Carral or the planning of the surroundings of the University Hospital Complex of Santiago de Compostela (CHUS).
What is planned in Cambados
According to the background collected in the resolution, the action promoted by the winery includes:
- Adaptation and expansion of production and logistics facilities.
- Increase in storage capacity.
- Creation of a logistics distribution platform.
- Provision of areas for new complementary facilities intended for offices.
- Common spaces for employees, including a dining room.
- Development of wine tourism activities, with a catering service, and cultural activities.
The Xunta emphasizes that the actions “transcend the municipal scope,” as the company’s activity is distributed across 12 municipalities in the province of Pontevedra, in the sub-zone of Val do Salnés.
A reference company in the wine sector
The agreement justifies the declaration based on the company’s economic weight, describing it as “a benchmark in the Galician wine sector” and “the most relevant in this sector at the autonomous level.” The data provided in the document are as follows:
- More than 34.5 million euros in revenue, the top position in the Galician wine sector.
- More than 6.8 million euros in gross value added (GVA), also in first position.
- First position in direct jobs.
- More than 11% of both the revenue and the GVA of the entire wine sector in Galicia.
- 37th position by turnover among companies in the sector at a national level.
The text qualifies the company as “a model of economic development” and insists on its status as a driving activity for the Galician rural areas.
Deadlines and appeal process
The agreement ends the administrative route, whereby the following may be filed:
- An optional appeal for reversal (recurso potestativo de reposición) within one month from the day following the notification or publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1.
- A contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within two months, according to articles 10, 14, and 46.1 of Law 29/1998, of July 13.
The declaration of autonomous interest places the expansion of the winery outside the decision-making sphere of the Cambados City Council and makes the Ministry of Rural Affairs the processing administration, which directly affects the owners and neighbors of the surrounding area and the wine sector of Salnés as a whole, the main wine-producing region of Galicia.
