The Local Government Board of the Lugo City Council has resolved the competition convened to fill several job positions in the category of administrative assistants and has definitively awarded ten destinations, with the nominal appointment of each awardee. The agreement, number 3/402, was adopted in the extraordinary and urgent session of September 29, 2026, and is made public in the Official Gazette of the Province of Lugo no. 226, of October 2, 2026, with the reference R. 2595.

The announcement contains the literal dispositive part of the agreement of the Local Government Board, the competent body to resolve this type of provision procedures. The resolution is signed by the mayor-president, María Elena Candia López, in Lugo on September 29, 2026, and orders the publication of the agreement in the Official Gazette of the Province and on the City Council Notice Board.

This is a competition for the provision of job positions —not a selective access process— therefore the award refers to specific destinations within the municipal personnel framework, identified by code and denomination. In total, ten positions are filled, distributed among services such as Personnel, Environment, Library, Licenses, Prevention, Engineering, Treasury, and the Uxío Novoneira center.

The ten positions and their awardees

  • 06/32/3 – Personnel: Noelia Cancelas Domínguez.
  • 4101/32/2 – Uxío Novoneira: Purificación Leonides Álvarez López.
  • 06/32/1 – Personnel: María Elena Rodríguez García.
  • 25/32/1 – Environment: Rosa María Carballal Rifón.
  • 5102/32 – Library: Óscar Alberto López Abelairas.
  • 22/32/5 – Licenses: María Corral Rodríguez.
  • 07/32 – Prevention: Cristina Méndez Barreiro.
  • 31/32 – Engineering: Sandra Barcia González.
  • 25/32/2 – Environment: Sandra Álvarez Negro.
  • 62/32/1 – Treasury: Dolores Penín Villar.

Cessation and taking possession

The period to take possession will be three business days if it does not involve a change of residence for the civil servant, or one month if it entails a change of residence or reinstatement to active service. The period for taking possession will be calculated from the day following the cessation, which must take place within three business days following the publication of the resolution of the position award in the Official Gazette of the Province of Lugo.

If the resolution entails reinstatement to active service, the period for taking possession must be calculated from said publication. The agreement also orders its publication in the Official Gazette of the Province and on the City Council Notice Board.

Appeals against the resolution

The following appeals may be filed against this resolution:

  • Optional appeal for reversal (recurso potestativo de reposición), provided for in articles 123 and 124 of Law 39/2015, before the same body that issued the act, within a period of one month starting from the day following its publication.
  • Contentious-administrative appeal, within a period of two months starting from the day following its publication, before the Contentious-Administrative Court of Lugo, in accordance with articles 8, 25, and 46 of Law 29/1998, of July 13.

The resolution adds that all of this is understood without prejudice to the possibility of filing any other appeal deemed appropriate.

The award closes the internal mobility competition and defines the destinations of ten municipal workers, with a schedule for cessation and taking possession that begins with the publication in the provincial bulletin. For readers interested in public employment, the announcement sets specific deadlines and opens the route for appeal before the City Council itself or before the contentious-administrative justice system.
