A Xunta concede cinco axudas para casas niño en concellos rurais

The Department of Social Policy and Equality has granted five grants for the establishment of children’s homes in rural municipalities, with 15,000 euros per project for investment expenses and up to 45,466.60 euros as a premium for the 2026-2028 period. The resolution, issued on October 19, 2026, by the General Directorate of Family, Childhood and Demographic Dynamization, was published in the Official Gazette of Galicia (DOG) no. 202, on October 23, 2026, along with one application placed on a waiting list due to exhaustion of credit and five that were discarded.

The call arises from the Order of July 31, 2026, published in DOG no. 151, on August 12, 2026, which establishes the bases and announces the grants for procedure BS403C for the years 2026, 2027, and 2028. The total budget is 314,333.34 euros, distributed over three annual installments: 95,666.67 euros in 2026, 130,000 euros in 2027, and 88,666.67 euros in 2028, charged to budget applications 08.02.312B.470.0 and 08.02.312B.770.0.

The procedure received a total of eleven applications. The Evaluation Commission issued its report on October 14, 2026, and the resolution was signed by Jacobo Rey Sastre, General Director of Family, Childhood and Demographic Dynamization, by delegation of the Counselor of Social Policy and Equality. The resolution sets the threshold for obtaining aid at 97.5 points and covers the subsidies under the de minimis regime of Regulation (EU) 2023/2831, with a limit of 300,000 euros per beneficiary in any period of three fiscal years.

Five children’s homes in four provinces

The grants awarded, according to Annex I of the resolution, are as follows:

  • BS403C/2026-4, Uxía Pérez Vázquez, children’s home Naina, in the municipality of A Bola (Ourense), 100 points.
  • BS403C/2026-8, Laura Bermúdez Souto, A Casiña dos Esquíos, in Vilasantar (A Coruña), 97.5 points.
  • BS403C/2026-1, Andrea Varela Amado, Barbarito, in Vilarmaior (A Coruña), 87.5 points.
  • BS403C/2026-6, Leila Carballo Bahhaj, Os Miudiños, in Triacastela (Lugo), 87.5 points.
  • BS403C/2026-10, Carolina Seoane Palomares, A Aldeíña do Larouco, in Baltar (Ourense), 87.5 points.

All receive 15,000.00 euros for investment and 45,466.60 euros as a premium for the years 2026, 2027, and 2028. In total, the Xunta allocates 75,000 euros to investment and 227,333 euros to development premiums, representing nearly 302,333 euros of public aid for the five projects. The order of bases sets the annual premium at 24,800 euros, an amount that is reduced proportionally based on the effective months of development, and allows a supplement of 150 euros per week in case of maternity leave or paternity leave of the holder.

One waiting list and five applications out

Annex II collects a single application eligible for aid that remains on the waiting list due to exhausted credit: BS403C/2026-7, submitted by Jennifer Taboada Expósito for the children’s house Oruga Verde, in the municipality of Amoeiro (Ourense), with 95 points.

Annex III details the five withdrawn and rejected applications:

  • BS403C/2026-2, Aitana Quintela Sánchez, in Santiso (A Coruña): the municipality did not reach the number of boys or girls necessary for the launch of the third children’s house (article 14.6).
  • BS403C/2026-3, Antía Salgado Salgado, in Castrelo do Val (Ourense): same cause.
  • BS403C/2026-11, Paula Mella Ramos, in Santiso (A Coruña): same cause.
  • BS403C/2026-5, Gabriela Beatriz Molfese, in Amoeiro (Ourense): the documentation provided after the amendment request of the Resolution of September 18, 2026 does not meet the requirements of article 11.1.a).
  • BS403C/2026-9, Rocío Alonso Domínguez, in O Bolo (Ourense): failed to provide the documentation required in the same amendment resolution.

Deadlines for beneficiaries and appeal process

Beneficiaries have ten days from the day following publication to accept the aid; if they do not express their intent, it will be understood as tacitly accepted. They have until December 7, 2026 to provide the documentation in Annex I and prove the conditioning of the property.

The resolution exhausts the administrative route. An optional appeal for reversal may be filed before the same body within one month, or a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within two months, counted from the day following publication in the DOG.

The relevance of the measure lies in its design: children’s houses can only be implemented in parishes of municipalities with fewer than five thousand inhabitants where no continuous childcare resource for children up to three years old exists, with groups of a maximum of five places and a minimum of three boys or girls to access funding. Each of the five granted projects therefore implies a free daytime care service from Monday to Friday for girls and boys from 3 months to 3 years in a rural environment that currently lacks it, in addition to creating qualified self-employment and fixing the young population in the territory.
