The Xunta dismisses and appoints members of the Economic and Social Council

The Economic and Social Council of Galicia renews part of its composition after the Xunta de Galicia ordered the cessation of two of its members and the appointment of two others, proposed by the General Union of Workers of Galicia, UXT-Galicia. The decision was adopted through Decrees 107/2026 and 108/2026, both dated October 15, and published in the Official Gazette of Galicia (DOG) no. 202, Friday, October 23, 2026, in section II, Authorities and personnel.

The two decrees bear the signature of the president of the Xunta, Alfonso Rueda Valenzuela, and were processed separately: the cessation appears in section A) of section II, on page 53437, and the appointment in section B), on page 53438. Both are based on the proposal submitted by the trade union organization on October 2, 2026, as stated in the published text.

The Economic and Social Council is the body created by Law 6/1995, of June 28, whose Internal Regulations govern the procedure for the substitution of its members. The renewal affects the trade union representation in the body and occurs a few weeks after another substitution of members, in this case by the University of A Coruña.

Cessation of the titular and substitute member

Decree 107/2026, of October 15, resolves the cessation of two members representing UXT-Galicia:

• José Carlos Rodríguez del Río, titular member.
• Ana Mª Pereiro Mourelo, substitute member.

The regulation is based on articles 9.1, second paragraph, and 10.f) of Law 6/1995, of June 28, and article 9.e) of the Council’s Internal Regulations. The official reference of the announcement is CVE-DOG lwftzy80-8ld4-zna3-cni8-htb6vsrztju4.

Pereiro becomes titular and González Jardón enters as substitute

Decree 108/2026, of October 15, fills the two vacant positions with the following designation:

• Ana Mª Pereiro Mourelo, new titular member representing UXT-Galicia.
• María Isabel González Jardón, new substitute member for the same organization.

In this case, the legal authorization consists of articles 8, third paragraph, and 9.1 of Law 6/1995, of June 28, together with articles 8 and 10 of the Internal Regulations. The official reference of the announcement is CVE-DOG 7gb5cgi8-eqd1-uy28-dk77-5xp4gyeaqn17.

The movement implies an internal promotion in the trade union representation: Pereiro Mourelo moves from substitute to titular, while González Jardón occupies the substitute position that becomes vacant. The two decrees are dated in Santiago de Compostela on October 15, 2026, and their publication in the DOG closes the substitution procedure.

Immediate precedent: the turn of the University of A Coruña

The same legal formula was applied two weeks earlier to renew the university representation. DOG no. 192, of October 8, 2026, published Decrees 94/2026 and 95/2026, of September 30, which arranged for the cessation of Ángel Santiago Fernández Castro as titular and América Álvarez Domínguez as substitute, and the appointment of Bruno Casal Rodríguez as titular and María Berta Rivera Castiñeiras as substitute, upon the proposal of the University of A Coruña (pages 51829 and 51830).

In both cases, the regional Executive acts upon the proposal of the represented entity, without the published texts incorporating any motivation other than the proposal itself. The sequence of decrees—94 and 95/2026 in September, 107 and 108/2026 in October—shows a staggered process of partial renewal of the advisory body throughout the autumn.

The renewal of the Economic and Social Council has a direct effect on Galician social dialogue, because it changes the people sitting at the table representing one of the majority trade unions. For social agents and readers interested in collective bargaining, Decrees 107/2026 and 108/2026 are the official reference certifying who represents UXT-Galicia today in the socio-economic advisory body of the autonomous community.
