The Xunta authorizes an electrical line in Guntín with urgent expropriation

The Ministry of Economy and Industry has authorized the electrical installation promoted by UFD Distribución Electricidad, S.A. in the municipality of Guntín (Lugo) and declared its public utility, specifically with urgent occupation of the affected assets. The decision incorporates the Resolution of September 4, 2026, from the Territorial Department of Lugo, published in the Official Gazette of Galicia (DOG) no. 183 on September 25, 2026, with the reference CVE-DOG: stegliw5-jr24-lwi0-8gq3-ft6q938kyp05. The file is processed under number IN407A 2026/001-2.

What the resolution authorizes

The resolution grants the prior administrative and construction authorization to the distribution company for the project named Project for the regulation of the LMTA LUG802 in the section between supports no. 123-A-38-B-10 and no. 123-A-38-B-15 (Guntín).

The main technical characteristics are as follows:

• Substitution of 6 existing concrete supports with 6 new metal lattice supports, of types 2xC-16/1000, 1xC-16/2000, and 3xC-18/2000.
• Substitution of the existing LA-30 type conductor with a new LA-56 conductor, with a total length of 829 meters.

Processing and public information

The company requested the authorization on January 7, 2026, together with the execution project signed by the industrial technical engineer Antonio Javier Sabín Vázquez on December 10, 2025.

The project was submitted for public information by agreement of the territorial department on April 7, 2026, published in the newspaper La Voz de Galicia on April 21, 2026, and in the DOG on April 28, 2026, in addition to the notice boards of the department and the Guntín City Council. No objections were presented during the process.

The technical services issued a favorable report and, after reviewing the line layout on the ground, concluded that none of the limitations for the imposition of the right-of-way easement provided for in article 161 of Royal Decree 1955/2000 in relation to article 58 of Law 24/2013, of the electricity sector, apply.

Expropriation and affected assets

The declaration of public utility implies the need for occupation of the assets and the acquisition of the affected rights, as well as urgent occupation under article 52 of the Forced Expropriation Law. The Administration’s representative will begin the drawing up of the minutes prior to occupation on the date and time that will be individually notified to each interested party.

Until that moment, written objections may be filed before the Territorial Department of the Ministry of Economy and Industry in Lugo (rolda da Muralla, 70) to rectify possible errors in the published list of assets.

The annex to the resolution lists a single affected property:

• Property no. 6, polygon 64, plot 87, place Chousa de Nixelas, high forest cultivation.
• Owner: Manuel Jésus Barrio Fernández.
• Support no. 123-A-38-B-15, with 2.0 m² affected.

Deadlines and appeals

The deadline for the commissioning of the facilities is two years from the last administrative authorization necessary for its execution. Against the resolution, which is not final in administrative proceedings, an appeal for reversal (recurso de alzada) may be filed before the Minister of Economy and Industry within one month from the day following the notification or publication. The resolution is signed by Iria Fernández Vilaboa, head of the Energy and Mines Service, by delegation in accordance with Decree 140/2024.

The authorization allows UFD Distribución Electricidad, S.A. to renew a section of the medium voltage line LUG802, but simultaneously opens the expropriation procedure for the affected lands. The owners included in the list of assets must be attentive to the individual notification for the drawing up of the preliminary records, from which point the conditions of occupation are established.
