The Xunta authorizes an electrical center for a hotel in Pedrouzo

The Territorial Department of A Coruña, under the Ministry of Economy and Industry of the Xunta de Galicia, has granted the prior administrative authorization and the administrative construction authorization for an electrical distribution installation in the municipality of Do Pino. The decision, adopted by resolution on October 16, 2026, is published in the Official Gazette of the Province of A Coruña number 202, corresponding to Thursday, October 22, 2026, under announcement number 2026/6783. The processed file is IN407A 2026/170-1 and the promoter is the company Ruta Santiago, S.L.

A transformation center for a three-star hotel

The object of the authorization is the installation of a transformation center (CT) for the electrical supply of a three-star hotel. The project is named “Transformation center for ‘Three-star Hotel’” and is located at Avenida Santiago, soil polygon 502, plot R3, 15821, Pedrouzo, in the municipal district of Do Pino (A Coruña).

According to the statement of facts in the resolution, the promoting company submitted the application on July 6, 2026, under article 123 of Royal Decree 1955/2000. The execution project was signed by José Benito Rosende Rodríguez, collegiate industrial technical engineer number 2483 of COETICOR. The technical report from the territorial department was issued on October 13, 2026, and the file contains a favorable report from the technical services.

Without public information or reports from other administrations

The processing was abbreviated due to two circumstances detailed in the resolution itself:

• The project was not submitted to the public information process, in application of article 50 of Law 9/2021, of February 25, on administrative simplification and support for the economic reactivation of Galicia.
• The mandatory report was not requested from any administration, body, or public service or general interest company, as there are no impacts, since the installation is carried out in the building where the sectioning center is located.

The competence to resolve corresponds to the territorial director, in accordance with Decree 9/2017, of January 12, and Decree 140/2024, of May 20, which establishes the organic structure of the ministry. The resolution is signed by Lourdes Fernández Parajes, head of the Industry service, substituting for the territorial director according to article 40 of the aforementioned decree.

400 kVA and gas-insulated switchgear

The technical characteristics appearing in the resolution are as follows:

• Bridge of approximately 5 linear meters with RHZ 20L 3x95 Al conductor between the sectioning center cells and the CT, per bench.
• Transformation center of 400 kVA with the configuration 1RC+1P+M (incoming cell, protection cell, measurement cell, and HV/LV transformer).
• Factory-built building with exterior access, 3 meters wide, 3.5 meters high, and 3.810 meters deep.
• GIS integral insulation cells, gas-insulated and free of fluorinated gases.

The applied legislation includes Law 24/2013, of December 26, of the electricity sector; Royal Decree 1955/2000; Royal Decree 223/2008 on high-voltage lines; Royal Decree 337/2014 on high-voltage electrical installations; Royal Decree 842/2002 (low-voltage electrotechnical regulation) and the aforementioned Law 9/2021.

Two-year term and administrative appeal

The resolution imposes specific conditions on the promoter. The installation must be executed within a term of two years counting from the day following the publication of the resolution in the Diario Oficial de Galicia. For the commissioning, Ruta Santiago, S.L. must provide the territorial department with:

• The declarations of conformity regarding the material or equipment and the certifications or approvals, if applicable.
• A certificate from the assembly director guaranteeing compliance with the project specifications and complementary prescriptions.
• The «as built» planimetry of the electrical installation in Shape format.

The authorization is granted without prejudice to others that may be applicable, especially regarding land use planning and the environment. Non-compliance with the conditions or a substantial variation of the premises that motivated the granting may lead to revocation, after a hearing with the interested party, in accordance with article 53.10 of Law 24/2013. Against the resolution, which is not final in the administrative process, an administrative appeal (recurso de alzada) may be filed before the Minister of Economy and Industry within one month from the day following the notification or publication, according to articles 121 and 122 of Law 39/2015.

The authorization clears the administrative path for an electrical infrastructure linked to tourist activity in Pedrouzo, a town located on the Way of St. James and a habitual passage for pilgrims, where the provision of hotel rooms and associated services is a relevant factor for the local economy. The decision directly affects the promoter, but also the business fabric and the users of the surroundings, who will have a new high-voltage supply point for a hotel building.
