A Xunta autoriza o parque eólico Porto Exterior de Inditex en Arteixo

The Xunta de Galicia has granted the prior administrative authorization and the administrative construction authorization for the Porto Exterior da Coruña wind farm, promoted by Inditex Renovables, S.L.U. in the municipality of Arteixo. The decision was made by the General Directorate of Renewable Energies and Climate Change of the Ministry of Environment and Climate Change, through a resolution dated September 28, 2026, published in the Official Gazette of Galicia (DOG) no. 193, on October 9, 2026, on page 52167 (file AUT/2023/02).

A processing period of three and a half years

The file began on March 25, 2023, when Inditex Renovables, S.L.U. requested the declaration of exceptionality provided for in article 6.4 of Law 8/2009, of December 22, which regulates wind energy utilization in Galicia. On August 3, 2023, the Council of the Xunta de Galicia declared the project as having a clear territorial impact, and on October 6, 2023, the company submitted the authorization request to the General Directorate of Energy Planning and Natural Resources.

The public information process was agreed upon on October 1, 2024, and published in the DOG on October 25, 2024. During the process, 178 allegations were registered: 126 within the public exhibition period and 52 subsequently. The environmental impact statement (DIA) was formulated on December 5, 2025 (file 2025/0213), and on July 7, 2026, the General Sub-directorate of Terrestrial and Marine Biodiversity reported on the impact on the SPA ES0000554 Western Galician-Cantabrian migratory corridor.

Technical characteristics and budget

  • Installed capacity: 19.8 MW, limited to 18 MW of authorized and evacuable capacity.
  • Estimated net production: 52,368 MWh/year, with 2,645 equivalent hours.
  • Three Siemens-Gamesa SG 6.6-170 wind turbines or similar, with 6.6 MW each, a 170 m rotor, and a hub height of 115 m.
  • One 115 m anemometric tower and two 20 kV underground circuits.
  • Expansion of the SET Inditex 20/132 kV in the Sabón industrial estate and a 1,298 m 132 kV underground line to the SET Sabón 132 kV of UFD (position 109).
  • Material execution budget: €21,734,964.17 (€17,463,601.76 for the wind farm, €3,552,252.85 for the substation expansion, and €719,109.56 for the line).
  • Material execution period: twelve months.

Conditions, bond, and deadlines

The resolution requires the establishment, before the start of works, of a bond of 380,362 euros—€163,012 for the construction phase and €217,350 for decommissioning—at the General Deposit Fund of the Ministry of Finance. The promoter must communicate the start of the works ten days in advance and provide the Environmental Monitoring and Surveillance Plan one month prior.

The authorization requires compliance with the DIA and the technical conditions of bodies such as AESA, Augas de Galicia, Red Eléctrica de España, Enagás, Telefónica, Nedgia Galicia, UFD Distribución y Electricidad, Retevisión, Aemet, Sasemar, the Port Authority of A Coruña, the Provincial Council of A Coruña, and the City Council of Arteixo. The company has three years from the notification to request the exploitation authorization.

Against the resolution, which does not end the administrative route, an appeal for reversal (recurso de alzada) may be filed before the Minister of Environment and Climate Change within one month. The authorization opens the way for the construction of a park that directly affects neighbors and landowners in Arteixo and reinforces Inditex’s presence in the Galician energy sector.
