A Xunta autoriza o parque eólico Paxareiras II en Cee e Dumbría

The Department of Environment and Climate Change has granted the prior and construction administrative authorizations for the Paxareiras II wind farm and its evacuation infrastructures, located in the municipalities of Cee and Dumbría (A Coruña) and promoted by AV Paxareiras, S.L.U. The decision incorporates the Resolution of September 9, 2026, from the General Directorate of Renewable Energies and Climate Change, published in the Official Gazette of Galicia (DOG) no. 191, on October 7, 2026, under file IN661A 2011/8-NT.

The resolution, signed by the general director Paula Mª Uría Traba, is processed under Law 8/2009, of December 22, which regulates wind power utilization in Galicia and creates the wind canon and the Environmental Compensation Fund. The project had already been authorized in 2022: the Resolution of March 30, 2022 granted the prior and construction authorizations for the park (DOG no. 86, of 4.5.2022) and the Resolution of May 11, 2022 established the project with the evacuation line (DOG no. 129, of 7.7.2022). In September 2022, a non-substantial modification was also recognized, which replaced eight wind turbines with five machines of higher power.

On January 20, 2025, AV Paxareiras, S.L.U. submitted a request for new processing, to which the environmental assessment procedure for the Sembra and Codesos parks, promoted by Volantis Renovables, S.L.U., was joined, following the agreement for the sharing of evacuation infrastructures signed on February 13, 2025.

Five wind turbines and 26.4 MW of power

The authorized project includes the following technical characteristics:

  • Five three-blade wind turbines, model N163 Nordex-Acciona, three with 5.0 MW and two with 5.70 MW of unit nominal power.
  • Hub height of 118.5 meters and rotor diameter of 163 meters.
  • Installed and authorized power of 26.4 MW, with a net annual production of 113,978 MWh/year.
  • Five transformation centers of 6,350 kVA and an underground medium voltage network of 30 kV spanning 8,446.64 meters.
  • One self-supporting meteorological tower of 118.5 meters.
  • An overhead-underground high voltage line of 66 kV spanning 7,255.10 meters, with 25 lattice supports, from the park’s substation to the A Lagoa collector substation.

The material execution budget, excluding VAT, amounts to 19,504,610.35 euros for the wind farm and substation, and 1,638,054.90 euros for the evacuation infrastructures.

Bonds, deadlines and environmental conditions

The authorization imposes a bond of 369,996.64 euros to guarantee corrective measures, of which 158,569.99 euros correspond to the construction phase and 211,426.65 euros to decommissioning. The developer must comply with the environmental impact statement formulated on January 22, 2026, by the General Directorate of Environmental Quality and Sustainability (DOG no. 30, of 13.2.2026), which includes measures against the collision of birds and chiropterans.

Among the obligations are:

  • Communicating the start of works ten days in advance to the General Directorate of Renewable Energies and Climate Change.
  • Providing the Environmental Monitoring and Surveillance Plan one month before the start of works.
  • Requesting the exploitation authorization within a period of three years from the notification of the construction authorization.

Neighbor objections and urban planning report

The agreement of the Territorial Department of A Coruña of October 8, 2025, submitted the projects to public information for thirty days, with a publication in the DOG and in La Voz de Galicia on October 17, 2025, and exhibition in the councils of Dumbría and Cee. Various objections were presented, answered by the developer, and the General Directorate of Territorial Planning and Urbanism reported on July 15, 2025, that the five wind turbines comply with the minimum distance of 500 meters from population centers.

The synergy study covers an area of 54,700 hectares with 42 wind farms and 26 power lines. Against the resolution, which does not end the administrative route, an appeal for reversal may be filed before the counselor of Environment and Climate Change within one month.

The authorization opens the way to the construction of a 26.4 MW installation in the midst of the wind development of Costa da Morte, with an investment exceeding 21 million euros and direct effects on the landowners and neighbors of Cee and Dumbría, who have already participated in the public information process.
