A Xunta autoriza o almacenamento eléctrico Ebro Energy O Rosal

The General Directorate of Energy Planning and Mines, of the Ministry of Economy and Industry, has granted the prior administrative authorization and the administrative construction authorization for the Ebro Energy O Rosal electrical storage project and its evacuation line, promoted by O Rosal Almacenamiento, S.L.U. in the municipality of O Rosal (Pontevedra). The resolution, dated September 21, 2026, is published in the Official Gazette of Galicia (Diario Oficial de Galicia) no. 196, of October 15, 2026, section VI, p. 52736, with the official reference CVE-DOG c8r3bie6-eci1-q0x4-hnn3-xgtnxjw2rf23 and file number PB 01/2024.

The project consists of a battery energy storage system (BESS) with a maximum operating power of 4.5 MW and an energy capacity of 18 MWh, located in the municipal district of O Rosal. The authorization is signed by the general director of Energy Planning and Mines, Pablo Fernández Vila, and is processed under Law 24/2013 of the electricity sector, Decree 9/2017, and Law 9/2021 on administrative simplification.

Technical characteristics of the installation

According to the execution project signed on April 16, 2026, by the industrial engineer Juan García Sopeña, member no. 4.302 of COIIAS, the plant comprises:

  • Four lithium iron phosphate (LFP) battery containers in autonomous mode: three PowerTitan 2.0 ST5015UX-4H and one PowerTitan 2.0 ST3343UX-4H.
  • Six 690 V and 210 kVA inverters in each ST5015UX-4H container and four in the ST3343UX-4H.
  • One 5,140 kVA transformer with a transformation ratio of 0.69/20 kV.
  • A 20 kV underground interconnection line of 6 meters to the protection, control, and measurement center (CPCM) Ebro Energy O Rosal.
  • A 20 kV underground line of 397 meters, with R5HZ1-20L 12/20 3×1×185 mm² Al cable, to the SET O Rosal 132/20 kV substation, owned by UFD Distribución Electricidad, S.A.

The installed power is 4.62 MW, electronically limited via a plant control system (PPC) to 4.5 MW evacuatable, both in generation and demand. The material execution budget amounts to 4,674,515.90 euros.

Two years of processing and change of ownership

The initial application was submitted by Sens Ebro, S.L.U. on May 6, 2024. On August 29, 2025, a request was made to start a new process due to a change in the planned location, and on January 20, 2026, the documentation was sent to the Territorial Department of Pontevedra of the Ministry of Economy and Industry. The public information agreement was published in the Official Gazette of Galicia no. 77, of April 27, 2026, without any objections being presented.

The environmental impact report, formulated on June 19, 2026, by the General Directorate of Environmental Quality and Sustainability under key 2026/0079, concluded that no significant adverse effects are foreseeable and that it is not necessary to subject the project to an ordinary evaluation. On August 7, 2026, Sens Ebro, S.L.U. requested a change of ownership in favor of O Rosal Almacenamiento, S.L.U., which was authorized on September 9, 2026. The project has access and connection rights to the distribution network for 4,500 kW.

Conditions, deadlines, and appeal process

The resolution imposes, among other obligations:

  • Provide the Environmental Monitoring and Surveillance Plan one month before the start of the works.
  • Notify the general directorate of the start of the works 10 days in advance.
  • Present the resolution from the General Directorate of Cultural Heritage before the start of the works.
  • Request the operating authorization for testing and a certificate of completion after construction.
  • Implement the Self-Protection Plan provided for in Decree 172/2022.

The maximum deadline for the commissioning of the facilities is one year from the notification of the last necessary permit, and failure to comply with the conditions may lead to the revocation of the authorizations. Against the resolution, which does not end the administrative route, an appeal for reversal (recurso de alzada) may be filed before the Minister of Economy and Industry within a period of one month.

The authorization unlocks an energy storage infrastructure in Baixo Miño, a key technology for electrical grid management, and comes after two years of processing and a change of ownership. For the residents of O Rosal, the text establishes the environmental and urban planning conditions that the promoter must meet before starting works whose execution period is now limited to one year.
