The Xunta authorizes UFD for a new electrical installation in A Coruña

The Territorial Department of A Coruña of the Ministry of Economy and Industry of the Xunta de Galicia has granted UFD Distribución Electricidad S.A. the prior administrative and construction authorization for an electrical distribution installation in the municipality of A Coruña, for the purpose of providing electrical supply to a residential building. The resolution, signed on August 24, 2026, by the territorial director Isidoro Martínez Arca, was published in the Official Gazette of the Province of A Coruña number 163, on Thursday, August 27, 2026, under announcement number 2026/5596 and file IN407A 2026/078-1.

The projected installation, named “LMTS, CTC, RBTS avda. Metrosidero, nº 2”, was requested by the promoting company on March 18, 2026, and the execution project was signed on March 9, 2026, by the electrical industrial technical engineer Susana Casais Pérez, collegiate member no. 2,033 of A Coruña. The file includes a favorable report from the department’s technical services, issued on August 20, 2026.

Regulatory Framework

The resolution is processed under Law 24/2013, of December 26, of the electricity sector, and Royal Decree 1955/2000, of December 1, which regulate the activities of electricity transmission, distribution, and supply, as well as the authorization procedures for installations. The technical regulations for high and low voltage (Royal Decree 223/2008 and Royal Decree 337/2014) were also applied, as well as Royal Decree 842/2002, which approves the electrotechnical regulation for low voltage.

The project was not subject to the public information process, pursuant to article 50 of Law 9/2021, of February 25, on administrative simplification and support for the economic reactivation of Galicia. However, a mandatory report was requested from the affected entities—the City Council of A Coruña and the Cultural Heritage Service of A Coruña—without any responses appearing in the file on the day of the resolution.

Technical Characteristics of the Installation

The installations are located at avda. Metrosidero, nº 2, in the municipality of A Coruña, and include:

• Underground medium voltage electrical line at 15 kV, with a length of 92 m, originating from splices at the access point to the existing network in the MVL EPU717A coming from the “El Puerto” substation, between the CD “Rectorado” (15CQE0) and the CS “Aparcamiento C.Estrada” (15CDYR).
• Conductor type RHZ1-2OL 12/20 KV 3(1X240) mm2 Al.
• Transformation center compact type 2L+1P, without enclosure and with external operation, located on the ground floor of the building, of 400 KVA and transformation ratio 15000/400 V.

Conditions and Deadlines

The installation must be executed within a period of two years, counted from the day following the publication of the resolution in the Official Gazette of Galicia. For the commissioning, the promoter must provide the territorial department with:

• Declarations of conformity for the material or equipment and certifications or approvals, if applicable.
• A certificate from the assembly director guaranteeing compliance with the project specifications and complementary prescriptions.
• The “as built” planimetry of the electrical installation in Shape format.

Approval is granted without prejudice to other authorizations that may be applicable, especially regarding land use planning and the environment. An appeal for reversal (recurso de alzada) may be filed against the resolution, which is not final in administrative proceedings, before the Minister of Economy and Industry within one month.

Relevance for the area

The new infrastructure will reinforce the electrical supply in the vicinity of Avda. Metrosidero, allowing the supply to a new residential building in a growing area of the city. The simplified processing, without public consultation, responds to the Xunta’s commitment to expedite the authorization procedures for electrical installations, a key element in guaranteeing the coverage of residential demand and the urban development of A Coruña.
