The Xunta approves the definitive route of the Camino del Norte
Por FactBox Admin

The Council of the Xunta de Galicia definitively approved on October 5, 2026, the layout and construction project for common sections of the Northern Way (Camiño do Norte), the coastal route, and the inland route, also known as the Primitive Way (Camiño Primitivo) or Oviedo Way, reference 2024/130. The decision was made public in the Official Gazette of Galicia (DOG) no. 210, on Tuesday, November 3, 2026, through the Resolution of October 20, 2026, from the Tourism Agency of Galicia, which orders the publication of the agreement and incorporates it as an annex. The definitive approval also implies the declaration of public utility and the urgency of the occupation of the lands necessary to execute the works.
The file stems from the public information process. On June 16, 2026, DOG no. 111 published the Announcement of May 28, 2026, by which the layout and construction project for common sections of this Jacobean route was submitted for exhibition, along with the individual list of affected assets, rights, and owners. Once this period for allegations closed, the regional Government gave the green light to the definitive document, which orders the execution of the infrastructure in the municipalities through which the path runs.
The legal framework is Law 18/2021, of December 27, on fiscal and administrative measures, which in articles 23.1 and 24 establishes the effects of the approval of these projects: public utility, the need for occupation of assets, and the adaptation of municipal urban planning. The resolution is signed by the director of the Tourism Agency of Galicia, José Manuel Merelles Remy.
Less work in Baleira after allegations
The agreement includes a substantial modification regarding the layout that was submitted for public information: the planned bypass action in La Lastra, in the municipality of Baleira (trace T-7, 485), is eliminated. The removal occurs, according to the published text, following the analysis of the allegations made during the public information process. This is the only variation that the Council of the Xunta introduces in the definitive document compared to the project exhibited in June.
The decision directly affects neighbors and landowners in the surroundings of La Lastra, who see a road infrastructure initially planned for the area disappear from the project.
Seven municipalities, one year to adapt planning
The approval obliges the municipalities through which the infrastructure runs to adjust their urban regulations to the content of the project. They must do so within one year and, in any case, in their first modification or revision of the planning. They are the following:
- A Fonsagrada
- Baleira
- Lugo
- Guntín
- Palas de Rei
- Toques
- Melide
Expropriations, deadlines, and appeals process
Definitive approval implies, according to article 23.1 of Law 18/2021, the declaration of public utility, the need for occupation of assets, and the acquisition of the necessary rights to execute the works. This includes the deposits of surplus materials, the loans necessary to execute them, and the restoration of affected services, as well as the urgency of occupation for the purposes of expropriation, temporary occupation, or the imposition and modification of easements.
Against the agreement, which ends the administrative route, the following are applicable:
- Contentious-administrative appeal before the High Court of Justice of Galicia within a period of two months, in accordance with articles 8, 14, and 46.1 of Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction.
- Appeal for reversal, as a prior and optional measure, within a period of one month, according to articles 123 and 124 of Law 39/2015, of October 1, on the common administrative procedure.
Both periods are counted from the day following the publication of the resolution in the DOG.
The publication closes the processing of the layout of one of the Jacobean routes that enters Galicia from the east, so that pilgrims, councils, and owners now have the definitive document. For those affected by expropriations, the text establishes the guarantees and the deadlines for claims; for the seven councils involved, it starts a one-year clock to reorganize their urban planning.
