The Xunta approves the expropriation of Celta's sports city in Mos

The Ministry of Presidency, Justice and Sports of the Xunta de Galicia has definitively approved the expropriation project, by joint appraisal, of the assets and rights affected by the execution of stage 1 of the project of regional interest Factoría do Deporte Galego-Galicia Sports 360, in the municipality of Mos. The decision incorporates the Resolution of September 17, 2026, published in the Official Gazette of Galicia (DOG) no. 184, of September 28, 2026, with the file key PO/25/208.80. The definitive approval implies the declaration of urgency for the occupation of the affected assets and rights.

An area of 14.88 hectares in the Pereiras woodland

Stage 1 of the project corresponds to the development of the Cidade deportiva Afouteza facilities. The affected lands total an approximate area of 14.88 hectares belonging to the communal neighborhood woodland of the parish of Pereiras (Mos), as stated in the annex of the resolution.

The list of assets, rights, and owners includes:

• CMVMC of the parish of Pereiras (Mos): plot number 1, with a total area of 610,000 m² and 148,833 m² affected, corresponding to cadastral references 36033A067005050000SK, 36033A067001400000SW and 36033A053006210000SH.
• UFD Distribución Electricidad, S.A.: electrical right-of-way easement.

Celta, the entity benefiting from the expropriation

Real Club Celta de Vigo, S.A.D. is the promoting entity of the action and is considered the beneficiary of the expropriation, while the expropriation power belongs to the regional Administration through the Ministry of Presidency, Justice and Sports. The fair price of the assets and rights will be determined by the joint appraisal procedure, regulated in article 118 of Law 2/2016, of February 10, on Galician Land, and in articles 291 and following of Decree 143/2016, of September 22.

The project was declared of regional interest by the Agreement of the Council of the Xunta of November 10, 2022, published in DOG no. 242, of December 22, 2022, and definitively approved by the Agreement of April 14, 2025 (DOG no. 91, of May 14, 2025), registered in the Registry of Land Management and Urban Planning under number ROTPG/OT/1/2025. The management of the actions was entrusted to the Galician Infrastructure Agency by the Resolution of January 7, 2026 (DOG no. 16, of January 26, 2026).

Initial approval, allegations, and deadlines

The Resolution of May 11, 2026, from the director of the Galician Infrastructure Agency, initially approved the project and submitted it for public information for one month, via an announcement in DOG no. 93, of May 21, 2026, and in the newspapers Atlántico and Faro de Vigo on the same day. The appraisals were notified individually to the owners and to the Mos City Council. According to the resolution, no allegations were presented.

Following final approval, interested parties have:

• Twenty days from the day following the receipt of the notification to express their disagreement with the valuation; if this period passes without opposition, it will be understood as accepted.
• One month to file an optional appeal for reversal before the Councilor for Presidency, Justice, and Sports.
• Two months to challenge directly before the Contentious-Administrative Chamber of the High Court of Justice of Galicia.

The resolution is signed by Francisco Javier Abad Pardo, technical general secretary of the Department of Presidency, Justice, and Sports, by delegation (Order of 12.6.2024; DOG no. 117, of June 18).

Impact

The final approval unlocks the execution of the first phase of the Galician Sports Factory-Galicia Sports 360 and enables the urgent occupation of the lands, which allows Real Club Celta de Vigo, S.A.D. to begin the works of the Afouteza sports city in Mos once the amount of the valuations has been deposited or paid.
