The Xunta opens public information for the Bess Belesar battery in Chantada

The Territorial Department of Lugo of the Ministry of Economy and Industry submits for public information the request for the granting of the prior administrative and construction authorizations for an electrical energy storage facility using batteries called Bess Belesar, promoted by Bess Development 11, S.L. in the municipality of Chantada. The agreement, signed on September 23, 2026, by the territorial director of Lugo, Gustavo Casasola de Cabo, is published in the Official Gazette of Galicia (DOG) number 194, dated October 13, 2026, in section VI of announcements, under file PB 21/2025.

A battery storage facility

The object of the file is the prior administrative and construction authorization of the energy storage facility using batteries Bess Belesar and its evacuation infrastructure, located in the municipal district of Chantada, in the province of Lugo. The promoter is the commercial company Bess Development 11, S.L., which appears as the sole applicant of the procedure.

The processing corresponds to the Territorial Department of Lugo, dependent on the Ministry of Economy and Industry of the Xunta de Galicia, which acts as the competent body to authorize this type of electrical installations in the province.

Consultation of documentation and submission of allegations

The technical documentation of the project will be available to interested parties at the following points:

• Energy Section of the Territorial Department of the Ministry of Economy and Industry of Lugo, rolda da Muralla, 2nd floor, 27071 Lugo, from 9:00 to 14:00 hours, Monday to Friday.
• Notice board of the Chantada City Council.

The period for submitting allegations or observations is thirty (30) days counted from the day following the publication of the agreement in the DOG. The announcement is made public for general knowledge and the examination of the technical documentation.

The procedure is governed by the following regulations:

• Law 40/2015, of October 1, on the legal regime of the public sector (BOE no. 236, of October 2).
• Law 24/2013, of December 26, on the electricity sector (BOE no. 310, of December 27).
• Royal Decree 1955/2000, of December 1, regulating the activities of transport, distribution, marketing, supply and authorization procedures for electrical energy installations (BOE no. 310, of December 27).
• Law 9/2021, of February 25, on administrative simplification and support for the economic reactivation of Galicia (DOG no. 39, of February 26).
• Resolution of February 19, 2014 approving the administrative construction authorization procedure, in accordance with the provisions of Law 24/2013, of December 26, on the electricity sector (DOG no. 54, of March 19, 2014).

Impact for neighbors and the energy sector

The opening of this process allows the residents of Chantada and the Galician energy sector as a whole to examine and challenge the project before its authorization is resolved. The final decision on the Bess Belesar battery storage installation will depend on the allegations presented and the technical assessment of the Territorial Department of Lugo.
