The Xunta opens municipal 0-3 grants for 8.27 million

The Department of Social Policy and Equality of the Xunta de Galicia announces grants for the operation and free educational care of municipal 0-3 infant schools and childhood care points (PAI) for the 2026/27 academic year, with a total budget of €8,278,584.00. The call was published in the Official Gazette of Galicia number 175, on September 15, 2026, through the Order of September 4, 2026 (procedure code BS420D), signed by the counselor Fabiola García Martínez.
The measure is part of the Birth Support Program (PAN) and its reconciliation area PAN-Concilia, with the objective of universalizing the first cycle of early childhood education and guaranteeing free educational care for ages 0-3. The order is processed under a non-competitive regime, meaning it is not necessary to compare or prioritize applications that meet the requirements, and it follows the extension of the 100% discount to the first child of the family unit effective from the 2022/23 academic year.
Two funding lines
The call is structured into two lines, with a subsidizable period between September 1, 2026, and July 31, 2027:
- Line 1 (maintenance): €3,315,092.00, for personnel costs and general expenses of the centers.
- Line 2 (free educational care): €4,963,492.00, to compensate for the 100% discount on the price of educational care and enrollment.
The amount for line 1 is established by modules according to the number of units in operation:
- PAI: €9,212.00 per unit.
- Infant school of 2 to 6 units: €7,000.00 per unit.
- Infant school of 7 to 14 units: €6,000.00 per unit.
- Infant school of more than 14 units: €4,600.00 per unit.
Centers with opening hours of 14 hours or more increase the grant by 25%. In line 2, the compensation is equivalent to the monthly price of a public place for a maximum of 11 monthly payments, and the enrollment fee cannot exceed €100.00.
Who can apply
Galician city councils that operate one or more 0-3 infant schools or a PAI under their ownership may apply for the grants, provided they have the activity start permit, apply a price regime equivalent to that provided in Decree 49/2012, are up to date with their obligations to the Court of Auditors and the co-financing regime, and certify that the students follow the vaccination calendar of the Galician Vaccination Program. Girls and boys with specific educational support needs occupy two places, therefore the grant is multiplied by two.
Application deadline
The application period begins at 8:00 a.m. on the sixth business day following the publication of the order in the DOG and ends at 11:59 p.m. on the day one month after the opening. For centers that obtain the activity start permit after the publication, the period will be one month from the notification and, in any case, will end on October 30, 2026. The call consolidates a strategic line of the Xunta to support work-life balance and demographic growth, by ensuring that Galician families with children aged 0 to 3 years have access to free public educational care in their municipalities, so that the cost does not pose a barrier to remaining in the labor market.
