USC announces a permanent labor teaching position for R3 researchers

The University of Santiago de Compostela (USC) announces a public competition for the provision of a permanent labor faculty position reserved for research personnel who hold R3 certification or have passed an evaluation equivalent to that of the I3 program. The call is published in the Official Gazette of Galicia (DOG) number 178, of September 18, 2026, in section IV, Oppositions and competitions, by means of the Resolution of September 9, 2026, of the rector, Rosa M. Crujeiras Casais (official reference CVE-DOG: grorp8m9-8lb7-11n3-4qa6-z7a5oqkmaa43).

The resolution is issued in compliance with the agreements of the USC Governing Council of March 11, 2025, and in execution of the public employment offer for teaching and research staff corresponding to the year 2025, published in the DOG of June 4, 2025. The position is part of the reserve provided for in article 22.bis of Law 14/2011, of June 1, on science, technology, and innovation, intended for the incorporation of stable research personnel.

The competition is governed by Organic Law 2/2023, of March 22, on the university system (LOSU), by Law 2/2015, of April 29, on public employment in Galicia, by Decree 266/2002, of September 6, on the hiring of university faculty, and by the USC Faculty Selection Regulations, approved on October 11, 2023. The maximum period to resolve the competition is four months from the publication of the call.

A single position in the Faculty of Physics

Annex I details the characteristics of the announced position:

• Number of positions: 1, with code PPL0173.
• Area of knowledge: Electromagnetism.
• Department: Applied Physics.
• Profile: Electromagnetism I (G1031221).
• Center: Faculty of Physics, in Santiago de Compostela.
• Specific requirement: R3/I3 certificate.

The call comprises the independent competition for each position, and teaching references do not generate a right to exclusive linkage to the indicated activities.

Requirements and R3/I3 reserve

Applicants must hold a doctoral degree, have a positive evaluation of teaching and research activity issued by ACSUG, ANACA, or another equivalent body, and prove R3 certification as an established researcher or the passing of an evaluation equivalent to that of the Program for the incentive of the incorporation and intensification of research activity (I3). Spanish nationality, nationality of a European Union member state, or of a country with recognized access to public employment is also required, as well as knowledge of the two official languages of the USC.

Deadlines, fees, and selection process

• Application deadline: fifteen business days from the day following the publication in the DOG.
• Submission: exclusively electronic, through the USC electronic headquarters.
• Examination fees: 44.17 euros per competition.
• Total fee exemption: persons with a degree of disability equal to or greater than 33% and members of special category large families.
• 50% discount: general category large families and job seekers for at least six months prior to the publication who do not receive unemployment benefits or subsidies.
• Constitution of the selection committees: maximum of three months from the publication.

The process consists of two eliminatory phases: the first, with a maximum valuation of 100 points, consists of the oral presentation and defense of merits, with a maximum of sixty minutes and a debate of up to two hours; the second evaluates the teaching activities project and the research project, with 50 points each and a presentation of up to ninety minutes.

Annex II designates the committee that will resolve competition 33PL/26:

• President: Eva María Acosta Plaza, professor at the USC.
• Secretary: Juan Antonio Rodríguez González, professor at the USC.
• First member: Daniel Ortega Ponce, permanent labor professor at the University of Cádiz.
• Second member: Ana Espinosa de los Monteros Royo, senior scientist at the Institute of Materials Science of Madrid.
• Third member: Rafael Pérez del Real, senior scientist at the Institute of Materials Science of Madrid.

The substitute committee is composed of María José Pérez Comuñas, Juan Manuel Ruso Veiras, Gerardo Fabián Goya Rossetti, María Luisa Fernández Gubieda Ruiz, and Víctor Manuel De la Prida Pidal.

The call reinforces the stabilization path for research personnel at the USC by requiring the R3/I3 certification, a requirement that restricts competition to researchers with a consolidated trajectory. For the Galician academic sector, it represents an opportunity to access a permanent position in a high-demand area such as Electromagnetism, although with a single vacancy and a fee of 44.17 euros per application.
