Por FactBox Admin

The Aínsa-Sobrarbe City Council has granted initial approval for isolated modification number 24 of its General Urban Development Plan (PGOU), regarding the expansion of urban land in the nucleus of Camporrotuno. The agreement was adopted unanimously by the Corporation’s Plenary in an ordinary session held on October 7, 2026, and is published in the Official Gazette of the Province of Huesca number 197, corresponding to Wednesday, October 14, 2026, with the official reference BOPH-2026-197002. With this initial approval, a one-month public information period is opened before the file can be definitively resolved.
The announcement, signed in Aínsa on October 8, 2026, by the mayor-president Enrique Pueyo García, is framed within the Local Administration section of the gazette and bears announcement number 4507. The processing is governed by Legislative Decree 1/2014, of July 8, of the Government of Aragon, which approves the consolidated text of the Urban Planning Law of Aragon, whose article 85.3 regulates the procedure applicable to isolated modifications of general planning.
One month of public information
The municipal agreement subjects the file to public information for a period of one month, in accordance with the provisions of articles 85.3 and 57 of the consolidated text of the Urban Planning Law of Aragon. The announcement is published specifically in the Official Gazette of the Province of Huesca, which is the channel provided by the regulation to publicize the process.
Additionally, the City Council will forward the agreement to all bodies that are competent in the proposed modification so that, if they deem it appropriate, they may provide reports on matters affecting their competencies. Once the public information period has ended and in light of the reports issued, the appropriate resolution regarding final approval will be made.
Suspension of licenses in the affected area
The initial approval has an immediate effect on the urban activity of the area. In accordance with article 77.2 of the consolidated text of the Urban Planning Law of Aragon, the agreement determines the suspension of the granting of licenses that could be affected by the modification in progress:
- Subdivision licenses.
- Building licenses.
- Demolition licenses.
The agreement also empowers the Mayor-Presidency to adopt the appropriate resolutions aimed at the execution of what has been agreed.
Background: a partially approved plan
The PGOU (General Urban Planning Plan) of Aínsa-Sobrarbe was definitively approved partially, with suspensions and reservations, by the Provincial Urban Planning Council of Huesca in a session held on March 18, 2016. Subsequently, in a session on October 26, 2016, the same body expressed its agreement with the consolidated text of the plan, prescribing the correction of a series of errors and maintaining the suspension for certain areas.
Within that framework, the City Council has been processing successive isolated modifications. Number 24 is the one that now refers to Camporrotuno, while number 25, relating to the expansion of urban land in Gerbe, was initially approved by the Plenary on September 2, 2026, and published in the Official Gazette of the Province of Huesca number 170, dated September 7, 2026.
The decision conditions the urban future and the buildability of Camporrotuno, a nucleus of the municipality of Aínsa-Sobrarbe, and marks the starting point of a procedure that must still undergo public consultation and sectoral reports before its definitive approval. Until then, any operation of subdivision, construction, or demolition in the affected area remains suspended, meaning that owners and developers in the area must wait for the final resolution of the file.
