Por FactBox Admin

The Plenary of the City Council of Aínsa-Sobrarbe, meeting in an ordinary session on September 2, 2026, unanimously approved the initial approval of isolated modification number 25 of the General Urban Development Plan (PGOU), consisting of the expansion of urban land in the town of Gerbe. The agreement, signed by the mayor-president Enrique Pueyo García, is published in the Official Gazette of the Province of Huesca number 170, dated September 7, 2026 (reference BOPH-2026-170007).

The urban planning initiative was promoted by Mr. Joaquín Escartín Solano, and entails the expansion of land classified as urban in the nucleus of Gerbe, within the municipality of Aínsa-Sobrarbe. With the initial approval, the phase of public participation and consultation with the affected competent bodies now opens.

Processing and Regulatory Framework

The file is submitted for public information for a period of one month, in accordance with the provisions of articles 85.3 and 57 of Legislative Decree 1/2014, of July 8, of the Government of Aragon, which approves the consolidated text of the Urban Planning Law of Aragon. The announcement is published in the Official Gazette of the Province of Huesca.

During this period, any interested party may submit allegations to the document. Once the period has ended and in view of the reports issued, the City Council will resolve the appropriate actions regarding the final approval, in accordance with the procedure regulated in the aforementioned article 85.3.

Suspension of Licenses

Pursuant to article 77.2 of the consolidated text of the Urban Planning Law of Aragon, the initial approval determines the suspension of the granting of licenses that could be affected by the modification in progress. The following are suspended:

  • Subdivision licenses.
  • Building licenses.
  • Demolition licenses.

The suspension will remain in effect while the planning modification procedure is active, in order to ensure that the actions carried out in the area are compatible with the new organization intended for approval.

Notification to Bodies and Next Steps

The agreement provides for notifying all bodies that are competent in the proposed modification so that, if they deem it appropriate, they may report on matters affecting their competencies. Likewise, the Mayor’s Office-Presidency is authorized to adopt the appropriate resolutions aimed at the execution of the agreement.

The expansion of urban land in Gerbe is part of the update of the general planning of Aínsa-Sobrarbe, a municipality in the Sobrarbe region, and will allow, once the processing is complete, the growth of the nucleus to be organized with new possibilities for building and subdivision.

Relevance for Residents

Modification number 25 of the PGOU directly affects the owners and residents of Gerbe, who will see expanded possibilities for urban land use once it is definitively approved. During the public information month, interested parties may submit allegations, while the suspension of licenses requires those with subdivision, construction, or demolition projects in the area to wait for the resolution of the file.
