A Laracha approves the special plan to expand the Lestón cemetery

The Laracha City Council has definitively approved the Special Plan for infrastructure and facilities for the expansion and urbanization of the San Martiño de Lestón cemetery, by agreement of the Municipal Plenary adopted in the session of March 26, 2026. The urban planning regulations and the ordinances of the plan, which are binding for residents and builders, are published in full in the Official Gazette of the Province of A Coruña number 159, of August 21, 2026, under announcement number 2026/5468.

The agreement of definitive approval had already been published in the Official Gazette of Galicia No. 89, of May 15, 2026. On June 22, 2026, the plan was registered in the Registry of Land Management and Urban Planning of Galicia under number ROTPG/P/50/2026, Section II, Book I, Volume V, registration page No. 88. The document was processed under file 2022/U034/000002 and signed by the mayor, José Manuel López Varela, on August 17, 2026.

Regulatory framework and scope

The plan is framed within Law 2/2016, of February 10, on the Land of Galicia, and its regulations, as well as the applicable sectoral legislation. The lands within the scope are classified as rural nucleus land in the PXOM (General Urban Development Plan) of Laracha, which has not yet been adapted to the regional law, therefore the first transitional provision of this regulation applies.

The detailed planning establishes the division of the scope into ordinance zones and sets detailed uses, building typologies, and particular conditions. The regulations, structured into six titles and 40 articles, regulate the land regime, uses, construction, environmental sustainability, and sectoral impacts.

Uses and detailed planning

The plan develops two main uses, both of public ownership:

• Public domain road system and parking: a new road network that crosses the nucleus of San Martiño de Lestón and connects existing perimeter roads, with areas for vehicular traffic, pedestrians, and parking.
• Multiple facilities: land reserve for basic facilities for the community, without a specific use assigned at the time of drafting.

Parking spaces will have a minimum dimension of 5.00 x 2.50 meters, and service infrastructures (water, sanitation, electricity) will be developed preferably underground.

Building conditions and environmental integration

New constructions shall not exceed a maximum height of 5 meters nor the height of existing volumes in the cemetery, so that no visible party walls are created nor is the distant view of the church from the access roads compromised. No fixed building typology is established, given the multipurpose nature of the facility.

The regulations require the adaptation of constructions to the environment, within a context dominated by residential and livestock use, and the application of aesthetic measures that provide a balanced image respectful of the natural surroundings. Accessibility and barrier removal standards will also be applied, as well as the most demanding acoustic zoning of the residential environment.
