Public information for the Armillas-Valdeconejos power line in Teruel

The Provincial Service of Teruel has opened for public consultation the request for prior administrative and construction authorization for the modification of the 30 kV high-voltage line that will evacuate energy from the Armillas photovoltaic plant and wind farm. The announcement is published in the Official Gazette of Aragon number 166, dated August 27, 2026, with reference BOA20260827019.
The project, titled “Modified technical administrative project for the 30 KV high-voltage line CS Armillas–Valdeconejos Generation,” is promoted by Sistemas Energéticos Cefiro, SLU, under file number TE-SP-ENE-AT-2023-085. The modification arises from the environmental impact statement issued by the Resolution of February 5, 2026, from the Aragonese Institute of Environmental Management, which declared the project compatible and conditional, requiring a review of the route and the characteristics of the line by incorporating changes that were not subject to the initial public consultation.
A route crossing four municipalities
The line runs through the municipal districts of Escucha, Martín del Río, Utrillas, and Vivel del Río Martín, all located in the province of Teruel. Its purpose is the evacuation of energy generated by the Armillas photovoltaic plant and the Armillas wind farm, connecting the Armillas substation with the Valdeconejos substation.
The competent substantive body to resolve the authorization is the General Directorate of Energy and Mines of the Department of Economy, Competitiveness, and Employment of the Government of Aragon, while the processing body is the Provincial Service of Teruel itself.
Technical characteristics of the line
The infrastructure, 30 kV and single circuit in duplex arrangement, is divided into three sections:
- Section 1 (underground): from the sectioning center CS Armillas to tower number 14, with 5,398 meters in double circuit and 3x2xRH5Z1 30KV AL 1x800mm2 + H16 conductors.
- Section 2 (overhead): between towers 14 and 37, with 7,710 meters, LA-455 conductors, OPGW-48 ground wire, and metal lattice towers.
- Section 3 (underground): from tower 37 to the SET Valdeconejos, with 2,402 meters and the same conductors as the first section.
The maximum admissible power of the line is 50 MVA, which is equivalent to 34.65 MW of access in each underground section.
Affected public utility forests
The announcement lists the impacts on livestock routes and public utility forests (MUP) detailed in the annex:
- MUP T0128, Monte Bajo or Dehesa del Río.
- MUP T0142, Monte de la Dehesa.
- MUP T0160, Monte del Rebollar.
- MUP T0183, Estribaciones Lomas Sant Just.
- MUP T0422, Salinas and others.
- MUP T0419, Riberas del Río Martín.
Period for allegations
Interested parties may examine the project and associated documentation via the public information projects link of the Government of Aragon, at the Administrative Information and Documentation Service (Paseo María Agustín, 36, Pignatelli building), at the office of the Provincial Service of Teruel (Calle San Francisco, 1, 2nd floor), or at the affected town halls.
Allegations must be submitted within one month from the day following the publication of the announcement, in accordance with Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure, addressed to the Provincial Service of Teruel and citing the public information of the project as a reference. The announcement was signed on August 10, 2026, by the director of the service, Lucía Villalba Valenzuela.
The processing of this evacuation line is key to the development of renewable generation in the Teruel region, as it allows the energy from the photovoltaic plant and the Armillas wind farm to be fed into the grid. Citizen participation in the public information process, especially from the affected municipalities and forest owners, will condition the final authorization of an infrastructure that crosses land of public utility.
