A Illa de Arousa retoma a xestión das multas de tráfico

The Plenary of the Concello da Illa de Arousa has agreed to revoke the delegation to the Provincial Autonomous Body for the Management of Local Resources (ORAL) of the Provincial Deputation of Pontevedra regarding the powers relating to the investigative phase of the sanctioning procedure for traffic fines, as well as those relating to the processing and collection of these fines during the voluntary period. The agreement was adopted in sessions on May 8 and September 4, 2026, and is published in the Official Gazette of the Province of Pontevedra (BOPPO) number 178, dated September 16, 2026, with the reference 2026067827. With this revocation, the City Council recovers the management of the sanctioning procedure regarding traffic matters.

Which competencies return to the City Council

The revocation covers three blocks of powers that until now were exercised by the provincial body:

  • The investigative phase of the sanctioning procedure for traffic fines.
  • The processing of traffic fines.
  • The collection of traffic fines during the voluntary period.

The official announcement does not set transition periods nor a specific date for the entry into force of the effective recovery of these competencies.

Background: two delegations since 2009

The delegation that is now being revoked had a history of more than fifteen years and was formalized in two different plenary agreements:

  • The Plenary agreement of January 30, 2009.
  • The Plenary agreement of March 30, 2021.

The publication of the revocation agreement is made in compliance with the provisions of Article 7 of Legislative Royal Decree 2/2004, of March 5, which approves the Revised Text of the Law regulating Local Treasuries, a regulation that governs the delegation of competencies between local entities and its publicity.

Official publication and signature

The announcement is inserted in the Local Administration section, Municipal heading, under the title “Illa de Arousa, A”, within the “Other documents, notifications and public information” section of the provincial gazette. The document is electronically signed by the mayor, Luis Arosa García, and incorporates a secure verification code (RNI95N3YP6WUCVYW) to verify its integrity on the electronic headquarters of the Deputation of Pontevedra.

The BOPPO is the official gazette of the province of Pontevedra, edited by the Deputation, and its publication is the instrument that provides publicity and effectiveness to the agreements of the province’s city councils in matters such as this.

Impact for the residents

With the revocation, the Concello da Illa de Arousa resumes directly the instruction, processing, and voluntary collection of traffic sanctions, competencies that had been exercised by the ORAL of the Deputación Provincial de Pontevedra. For residents, this means that sanctioning proceedings and payments during the voluntary period will now be managed by the Council itself and not through the provincial body, which may affect the notification and payment channels for fines.
