EGAP and COAG announce a public procurement course for architecture

The Galician School of Public Administration (EGAP) and the Official College of Architects of Galicia (COAG) announce the Public Procurement Course for Architectural Works, a training action of 33 teaching hours aimed at architects, local secretaries and auditors, and personnel from Galician public administrations. The call was approved by a resolution dated September 1, 2026, signed by the director of EGAP, Sonia Rodríguez-Campos González, and published in the Official Gazette of Galicia number 171, on September 9, 2026.
The course is framed within the purposes assigned to EGAP by regulations (Law 4/1987, of May 27, creating the School, modified by Law 10/1989, of July 10) and aims to provide students with the necessary knowledge to competently manage all processes linked to the public procurement of architectural works. The legal reference framework is Law 9/2022, of June 14, on the quality of architecture, and Law 2/2017, of November 8, on public sector contracts.
Contents and development
The program is structured into several sessions in which the legal framework for the public procurement of architectural works and the different phases of the process will be addressed, from the definition of the strategy and the drafting of the specifications to the bidding, execution, completion, and reception of the works. The main practical issues, costs, and problems of each phase will be analyzed, complemented by success stories and the presentation of the PAUTA computer tool, developed by COAG to facilitate the call for architecture competitions and the estimation of construction and project costs.

- Dates: September 23 and 30; October 7, 14, and 21, 2026.
- Schedules: morning and afternoon, from 10:00 to 14:30 and from 16:00 to 18:00 hours.
- Teaching hours: 33.
- Places: 50.
Target audience and registration
The course is aimed at architects interested in expanding their specialized training, secretaries and auditors of local administrations in Galicia, and personnel of Galician public administrations (career civil servants, interim personnel of groups A and B, and labor personnel of groups I or II) who hold a degree, license or master’s degree in architecture, technical architecture, or engineering.
Registration is formalized by filling out the form available on the COAG website (https://www.coag.es), in the course section, providing the required documentation. Architects registered with COAG and secretaries and auditors registered with COSITAL do not need to provide documentation. The registration period is open from 9:00 hours on the first business day following the publication of the resolution until 23:59 hours on September 20, 2026.
Tuition and selection
The registration modalities and their fees are as follows:
- Ordinary registration: 100 euros.
- Architects registered with the COAG: 75 euros.
- Architects subscribed to training and competitions: 50 euros.
- Public employees (architects and local secretary-auditors): 50 euros.
Half of the convened places are reserved for the public employees indicated in the third clause, and the other half will be selected from among the registered members and applicants with ordinary registration. As a subsidiary ordering criterion in each quota, the date and time of submission of the applications will be applied. The provisional list of selected persons will be published on the COAG website, with a period for appeals of two business days, and the final list after its expiration.
Attendance and punctuality are mandatory, with controls during the activity; absences cannot exceed 10% of the teaching hours and must be documented. At the end, an electronic certificate of attendance signed by the EGAP will be issued, downloadable from the registration area (https://egap.xunta.gal/matricula), with an electronic verification code (CVE). The EGAP and the COAG reserve the right to modify the program or cancel the course if the low number of applications does not justify its implementation.
This call reinforces the specialized training of Galician professionals and public personnel in a field of increasing complexity such as the contracting of architectural works, at a time when Law 9/2022 on architectural quality promotes new instruments and procedures. The collaboration between the EGAP and the COAG, with the PAUTA tool as support, offers architects and local technicians a practical opportunity to improve the management of competitions and cost estimation.
